While the entire country debates what to do with children in conflict of the law — whether to treat them as rational actors who deliberately commit crimes they should be responsible for or to view them as lost young people in need of guidance and assistance — Rotarians from the Rotary Club of Downtown Davao (RCDD) and the Rotary Club of Camp Crame (RCCC) have come up with an innovative intervention for the children already in the juvenile justice system.
