“COMPETENCE, honesty, it’s always on that qualification… If you are honest, you are not corrupt. If you’re honest, you are not relative to any anomaly… as in every organization, that is the standard,” presidential spokesman Salvador Panelo said.

Yes, Panelo is correct that the two words are always important ingredients desirable for an applicant to be hired, may it be in the government or private company.

But competence and honesty are not always the basis to produce an honest employee in every organization, especially in the government.

Panelo’s statement came in the wake of the Philippine National Police (PNP) issue on ‘Ninja Cops’ that rocked the establishment the last few weeks leading to the Senate investigation on no less PNP chief Gen. Oscar Albayalde who allegedly intervened in a drug raid in 2013 that led to the recycling of several kilos of drugs supposedly intercepted by the police.

Yes, we have many honest and competent men and women that joined the government. Saludo ako sa kanila before. But in the long run, while already in the public service some of them become corrupt. Others resigned for delicadeza, while others stick like a leech in their positions believing they were untouchable.

While I can’t even guess what makes an honest man and woman turn dishonest when already in the government, there is suspicion that money and power are the root causes that can corrupt an honest man at the end of the day.

Dahil sa sobrang bilis sa kanilang pagbabago o pagyaman, they can be compared to an instant noodle!

Panelo should know this because some of his colleagues before in the Cabinet were hired because of they were honest and competent but resigned, while others are still being investigated for corrupt practices.

The head of the City Transport and Traffic Management Office (CTTMO), delegated to clearing streets and sidewalks of obstructions, assured the public that his office will complete its operation of the 41 roads identified to have been obstructing the flow of motorists and pedestrians by the end of this month.

“We will really strive that the 41 roads identified to have sidewalk obstruction be cleared within this month,” CTTMO chief Dionisio Abude said.

Abude identified some of these obstructed roads at Roxas Avenue, Buhangin Road, Quirino Avenue, Dacudao, Quimpo Boulevard, and national roads among others.

This is an impossible mission for our traffic law enforcers whose real task is to man the traffic flow and not to remove obstructions on sidewalks which is the job of the City Engineer’s Office demolition team.

But since the CTTMO is also coordinating with the Ancillary Service Unit in clearing up obstructions in the streets of the city, including illegally parked vehicles, street vendors, and others, I believe that the impossible maybe possible if they will only sustain the clearing operation after the self-imposed deadline on October 31.

Congratulations, chief! May your tribe increase and succeed where other city officials failed in making the road clean of abusive motorists and undisciplined sidewalk peddlers.

The government is set to complete the roll-out of national ID within three years after the Philippine Statistics Authority (PSA) signed a P3.4 billion contract with the Bangko Sentral ng Pilipinas (BSP) for the printing of the physical blank IDs.
According to BSP Governor Benjamin Diokno, the bank entered into printing of the ID system because “In this country if you bid this out, the losing bidder will sue the winning bidder, they will go to court. It will take forever before we complete this project.”

The law mandates the establishment of the Philippine Identification System for all citizens and resident aliens of the country.

But since the US authority prefer its own issued ID by state where the resident belongs over this Philippine national ID or ID of foreign countries, the target year of mid-2022 for the national rollout and distribution may no longer be of importance to me. Sa inyo na lang yan!
