The City Council yesterday declared Barangay Inayangan in Calinan District under a state of calamity due to African Swine Fever (ASF) infestation.
The city councilors approved the recommendation of the Davao City Disaster Risk Reduction and Management Council (DCDDRMC) to declare Inayangan under a state of calamity due to the spread of the virus.
They also approved the release of P32,295,200 as financial assistance to the farmers and to buy materials needed to contain the spread of the virus.
The amount is a portion of the 30% Quick Response Fund (QRF) out of the 5% Disaster Risk Reduction and Management Fund for 2020.
Inayangan is the third barangay in Calinan District to be hit by ASF. Early this year, the barangays of Dominga and Lamanan were initially hit.
“Based on the continued surveillance and monitoring activities conducted by the City Veterinarian’s Office, the ASF virus was not totally contained and its incursion is now observed in Barangay Inayangan, Calinan District, in which five puroks are affected,” the resolution said.
Councilor Bai Hundra Cassandra Dominique Advincula, the council’s vice chair on committee on finance, ways & means, and appropriations, pushed for the measure.
During the session yesterday, City Veterinarian Office head Cerelyn Pinili reported to the councilors that about 3,791 hogs from around 420 raisers will be affected in Inayangan.
Pinili said they are imposing the “1-7-10 Protocol” to manage and control the spread of the ASF.
Hogs within the one-kilometer radius from the site of infection will be subject for culling. Lockdown will also be imposed wherein transport of hogs or swine, in and out, are prohibited.
Within the area of seven-kilometer radius from ground zero, hogs will be strictly monitored as well with regular blood testing on the hogs to determine the existence or occurrence of ASF virus. A lockdown will also be imposed on the seven-kilometer radius.
Within the 10-kilometer radius from ground zero, mandatory monitoring and reporting of possible ASF virus infestation will be undertaken.
Lawmakers have also agreed that disinfection must also be undertaken in all areas within the 1-7-10 kilometer radius.
