Council approves grants

The City Council has approved on final reading the cash incentives to city government employees.

Pursuant to President Rodrigo Duterte’s Administrative Order No. 19, the Council approved a P10,000 worth of Service Recognition Incentive (SRI) to personnel of the city government.

The president, on Monday, signed an administrative order to give plantilla employees cash incentives as reward for their “collective and unceasing participation and invaluable contribution to the administration’s continuing efforts towards the establishment of streamlined government processes and more responsive delivery of public service.”

“With this grant, we are able to recognize their support, their loyalty, their sacrifices, and their service to the (city) government. We are grateful for their unending support to serve the city and contribute to the betterment of the our city,” Councilor Bai Hundra Cassandra Advincula told reporters in an interview on Thursday right after the session was adjourned.

As certified by the City Budget Office and Office of the City Treasurer, the city has P27.980 million for the grant.

The fund was under the personnel services savings of the city government for the SRI of government employees for the fiscal year 2019.

Advincula said the cash incentive will possibly be released on Dec. 21, as assured by the budget officer.

According to the AO No. 19, the release of the cash incentive should not be earlier than Dec. 20.

The ordinance poses conditions on who are qualified to receive the incentive.

Those engaged without an employer-employee relationship and whose compensation are not funded from Personnel Services (PS) appropriations are excluded from the cash grant.

These include consultants and experts engaged for a limited period to perform specific activities or services with expected outputs, laborers engaged through job contracts and paid on piecework basis, student workers and apprentices, and those individuals and groups of people whose services are engaged through job orders, contracts of services and others similarly situated.

The grant covers regular and casual workers who have rendered at least four months of service as of Nov. 30, 2019.

Employees who have rendered less than four months of service as Nov. 30, 2019 are entitled to SRI share as follows: three months of service gets 40%, two months gets 30%, one month gets 20% and less than a month gets 10%.
