Mayor Sara Duterte issued an executive order reconstituting the City Project Management and Implementing Unit (CPMIU) of Davao City, which is tasked to implement the Philippine Rural Development Project (PRDP).
Executive Order No. 03 was signed on Jan. 31, 2020.
The Philippine Rural Development Project (PRDP), a project under the Department of Agriculture, is a six-year national project intended to create a modern, climate-resilient, and value chain-oriented agriculture and fisheries sector.
“To be able to be responsive to the requirement and conform with the Program Design of the DA- PRDP, there is a need to organize the CPMIU of Davao City,” the EO said.
With its fifth year of implementation, the DA-PRDP covers all provinces and cities in the Philippines, which requires all local government units to participate in the implementation of the project.
Previously, the city has already established the CPMIU through Executive Order No. 49, series of 2014, amended through Executive Order No. 24, series of 2015, and further amended through Executive Order No. 06 issued in 2018.
The recently signed EO includes an updated list of members designated in different component teams tasked to execute various functions.
The CPMIU, which will be headed by the City Planning and Development Office (CPDO) through its officer-in-charge, will serve as the office through which subprojects supported under PRDP will be implemented.
It will also manage the overall approval and implementation of PRDP subprojects; supervise the operations of the PRDP components: I-PLAN, I-BUILD, I-REAP, and I-SUPPORT.
The CPMIU is also tasked to identify and endorse to the Regional Project Coordination Office (RPCO) sub-project proposals for PRDP’s evaluation and funding, as well as submit regular accomplishment reports.
PRDP COMPONENTS
In the I-PLAN component, City Planning and Development Office will participate in the updating of value chain analysis for various commodities, and facilitate the formulation and updating of the City Commodity Investment Plan (CCIP). Further, the I-PLAN component will also coordinate with the I-REAP component on the linkage of business plans to the CCIP.
The I-REAP component, meanwhile, will be headed by the City Agriculture’s Office, the City Veterinarian’s Office, and City Cooperative Development Office (CCDO) as its immediate members. The I-REAP will facilitate the enterprise prioritization based on the CCIP and Proponent Group (PG) selection. It will also identify and package subproject proposals under enterprise development and facilitate the formulation of business plans of identified commodity enterprises.
Further, the I-REAP component will also assist the PGs in the implementation of approved business enterprises, as well as the monitoring and evaluation of the implemented business enterprises. It will also conduct geotagging enterprise project sites and inputs and facilitate the preparation of Social and Environmental Management Plans (SEMP).
The I-BUILD component is assigned to the City Engineer’s Office (CEO), which will conduct site validation of infra projects, and identify and package sub-project proposals under infra development. The component will also handle the preparation of the program of works and detailed engineering designs of infra projects, including the geotagging of infra project sites and structures. Lastly, I-BUILD will also monitor the construction of infra projects.
The I-SUPPORT component, which consists of five different sub-units– the finance unit, procurement unit, SES unit, Grievance and Regress Unit, and the InfoAce Unit. Various local departments are assigned to each unit.
The executive order said that the “funds necessary to carry out the operationalization of the CPMIU shall be taken from the available funds of the LGU subject to availability of funds and regular auditing guidelines procedures.”
