ROUGH CUTS | The poll paraphernalia storage, delivery mess

There they are again.

We mean the reported storing of solar panels and Starlinks satellite kits in a warehouse not authorized and uninspected by the Commission on Elections (COMELEC) Region XI. The warehouse is located in Dumanlas, Buhangin.

According to reports quoting COMELEC XI Assistant Director lady lawyer Gay Enumerables, the election paraphernalia are intended for areas where signal is weak and power is unstable. Signal and electricity are two important requirements to ensure that the automated election will work effectively.

Unfortunately for the COMELEC it created its own mess. And not just a simple and negligible mess but a major one. Imagine delivering and storing of very important election paraphernalia with the agency’s central office, its office in Southern Mindanao, and the service provider firms iOne Resources in joint venture with Ardent Networks, Inc. as agency key players in the deal!

Yes, according to Enumerables her office was not coordinated in the delivery and storage process of the solar panels and satellite kits. With the items very crucial to the integrity of the May 12, 2025 midterm election, it is beyond comprehension why the three entities mentioned failed to do the necessary without consulting with the agency stakeholders on all moves attendant to the consummation of any and all processes related to the critical transaction.

In fact the lead agency in the coordination of the delivery and subsequent storing of the items should have been the COMELEC Central Office. After all, it was the poll body’s main office that had entered into the solar and Starlink satellite kits deal. Therefore, any instructions on the delivery and storage of the election paraphernalia were presumed addressed to the service provider, the iOne Resources, Inc. COMELEC XI should only be advised of the agreement and the processes, and thoroughly briefed on their role in the deal such as ensuring that the delivered items are complete, stored in a secure place, and in good working condition.

Certainly, the responsibilities of the regional COMELEC office include the choice of storage facility, inspect its safety from possible burglars and fire incidents, and its proximity to transportation when the delivery of the same to its respective final recipient offices commences.

Of course, if we have to listen and believe assistant COMELEC regional head, it is clear that the national office of her agency might have missed out one very important aspect of the entire deal. That is, that the poll paraphernalia are delivered, stored at the regional level and finally delivered to recipient areas with everything intact as per agreement with the supplier and delivery firm..

Very funny for the assistant agency regional head to tell the public that the delivery of the items were legitimate, yet she said that the service provider just made a mistake with the warehouse.

 

What the h…l!  Would any Tom, Dick and Harry believe that? We are not saying it could not happen. But common sense will tell everyone that any sane individual will not agree to his or her property (warehouse in the instant case) to be used without prior approved agreement fully documented.

Any property owner will only allow such use if he or she is assured his/her interest is well-protected

In the instant case it cannot escape suspicion that the supposedly erroneous deliivery was part of a motive that cannot be deviated from the clutches of partisan politics.

How come therefore, that the poll body’s central office miserably failed in establishing coordination network among the three major agencies involved? What if the “mistake” in the storage of the election paraphernalia was not discovered on time?

Can we blame people from suspecting that the mess was done deliberately to satisfy certain politicians or their groups’ vested interest?

And with such shallow justification we have no doubt that the ill motive imputed in the delivery mess will make one group to soon be very busy insisting that, and consequently giving more bite to their tirade against the administration .
