FROM THE MAIL | CEAP statement on comprehensive sexuality education

THE CATHOLIC Educational Association of the Philippines (CEAP) supports the ongoing government efforts to thoroughly review and consult with stakeholders on Comprehensive Sexuality Education (CSE). We echo the initiatives of Secretary Sonny Angara in advocating for this collaborative approach. We believe this process is crucial to ensure such policies are clear, well-grounded, and protected from inaccurate information.

While CEAP acknowledges the intent behind the proposed legislation to prevent teenage pregnancies, we raise concerns over possible overlaps with existing laws, such as RA 10354 (Responsible Parenthood and Reproductive Health Act) and RA 9710 (Magna Carta of Women). The push for a standardized CSE framework may also pose challenges in maintaining the identity, academic freedom, and operational autonomy of Catholic schools.

Rooted in Catholic principles, CEAP is committed to promoting human dignity and values-based education. Our member schools, guided by their distinct missions, have long incorporated age- and development-appropriate reproductive health education into their curricula, delivered by properly trained teachers in accordance with RA 10354. However, a one-size-fits-all curriculum may not fully reflect the cultural, religious, and institutional contexts of all schools. Any reproductive health education program should allow flexibility, ensuring that schools can integrate faith-based perspectives while addressing students’ needs.

CEAP also highlights the critical role of parents in educating their children about sexuality and reproductive health. The Catholic Church teaches that parents are the primary educators of their children, and any school-based sexuality education program must respect and reinforce the role of parents in guiding their children’s moral and sexual development.

As we call for clarity in addressing public concerns regarding CSE. CEAP calls for a balanced and inclusive approach to Comprehensive Sexuality Education (CSE), one that upholds the diversity of educational institutions, the vital role of parents, and the autonomy of faith-based schools.
