Demolition of Camp Eleaga Spring Resort underway in Paquibato District

THE CITY Engineer’s Office (CEO) enforced the demolition order on Camp Eleaga Spring Resort in Purok Golden Shower, Barangay Malabog, Paquibato District, Davao City, on Feb. 20, 2025, at approximately 9:17 a.m.

According to the Davao City Police Office (DCPO) report, the operation, led by Perlito Sobiono, CEO team leader, began after an hour of negotiations with the property owner who subsequently granted the demolition team permission to proceed.

DCPO spokesperson Captain Hazel Tuazon said the establishment built illegal structures, including swimming pools, cabins, huts, and other resort facilities.

Paquibato personnel, under the command of Police Major Janus Lumabaya B. Macli-ing, provided area security throughout the process.

As of 11:40 a.m. on Thursday, the demolition was already 55% complete and proceeding peacefully. Authorities reported no untoward incidents during the operation.

The operation was conducted under a memorandum dated Feb. 18, 2025.

Also, a demolition order shared on social media by the Barangay Malabog council revealed that the City Engineer’s Office issued an order dated Dec. 4, 2024, addressed to Ms. Cherry Caparoso, the resort owner, to remove the structures, which were built without the necessary building permit and certificate of occupancy.

The City Engineer’s Office stated that the structures violated Sections 301, 309, and Rule VIII (A)(3)(a) of the National Building Code of the Philippines (PD 1096).

The owner was directed to voluntarily demolish or remove the illegal structures within seven calendar days of receiving the notice.

Atty. Joseph Dominic S. Felizarta, officer-in-charge of the City Engineer’s Office, signed the order and sought Caparoso’s immediate attention and cooperation. The document indicated that  Caparoso received the notice on Dec. 9, 2024.

Earlier, the local government issued a notice of demolition on the illegal structures at the resort.

The demolition order, dated Feb. 3, 2025, was issued under the authority of the City Mayor, pursuant to Executive Order No. 28, dated July 1, 2022.

The notice was addressed to Barangay Captain Jessielito C. Areja of Barangay Malabog, Paquibato District, and the general public.

City Administrator Atty. Francis Mark H. Jayog signed the notice, which instructed recipients to be guided accordingly.
