The City Transport and Traffic Management Office (CTTMO) recorded an arrest of at least 230 traffic violators a day in the last 22 months.
City Councilor Conrado Baluran, chair of the council committee on transportation and communications, released to reporters the CTTMO report stating that a total of 154,916 traffic violations were apprehended from September of 2017 up to July this year.
The CTTMO, headed by Dionisio Abude, implements both local and national laws on traffic, including City Ordinance 0334-12 (the Comprehensive Transport and Traffic Code of Davao City), the local Executive Order No. 39 in 2013 (Setting the Speed Limits for All Kinds of Motor Vehicles), and Republic Act No. 4136 (Land Transportation and Traffic Code).
The figure excluded those violators arrested by the Land Transportation Office (LTO), which also implements national traffic laws.
The top violation, according to CTTMO, was disregarding traffic signs with 22,705 violations listed for the period. The non-wearing of safety helmets followed with 22,536 violations.
Another violation that registered higher number was the non-wearing of seatbelt at 20,992. Obstruction followed with 18,684 violations. Illegal parking had 10,587 violators.
There were also 9,060 violation of the speed limit.
Driving without license netted 9,042 violations.
Recently, Baluran proposed a legislation that will criminalize driving without license. Baluran said the petty penalties cause drivers and pedestrian to violate traffic rules.
Truck ban netted 7,055 violators. There were 5,130 reckless drivers arrested.
The report added that there were 5,079 pedestrian violators.
Other violations with high occurrence, according to the CTTMO, included disregarding traffic officer, disobedience, careless driving, no registration, wearing of slippers and shorts, failure to switch on the headlight, and no PUV ID card.
Minor arrests included violating one-way street, arrogant driving, driving under the influence of liquor, excess load, installation of stereo, no brake light, no permit to move equipment, animals and livestock on roads, no capacity marking, and open door.
