A LAWMAKER announced on Tuesday the approval of the ordinance simplifying the transfer of property titles for socialized housing in the city.
The ordinance granting the Omnibus Legal Opinion No. 586, series of 2023, or the Guidelines on Transactions Involving Transfer of Title of Property, Cancellation of Encumbrance, and Grant of Legislative Authority (Socialized Housing) was passed during the 20th City Council regular session on April 16.
Councilor Augustus Javier Campos III, chairperson of the committee on low-end housing projects, said the ordinance cuts the process, which typically took approximately 10 months per case.
“The Davao City Housing Office (DCHO) will assess the case and their intent of transferral, and they will release the certification,” Campos said during the Apubado sa Konseho on June 4.
The committee acknowledged the intention of beneficiaries to pass the property on to their children.
“These beneficiaries wanted to transfer and ensure their families for hereditary succession, [the ordinance] streamlines the process,” he added.
The ordinance authorized the DCHO, formerly the Office of the City Planning and Development Coordinator-Housing, and Homesite Development Division to issue the certification for individuals who acquired social housing rights via hereditary succession.
The process also eliminates the need to secure a resolution from the Sangguniang Panlungsod as a requirement before the Registry of Deeds to effect the transfer of title.
Campos shared that the SP resolution takes time as it has to go through 1st- 3rd readings and pass through the City Legal Office.
The councilor reported there are a total of 7,773 beneficiaries of socialized housing units from different resettlement areas in the city.
The areas include New Matina Sites and Services (Phase 1 and 2), New Matina Upgrading Area, Piapi Upgrading Area, SAHORA, Mintal Area, Panacan Relocation Area, Soliman Block 1, Gawasnong Mangigisda sa Punong Lizada, Punong Urban Settlers Association, Nagkahiusang Lumulupyo sa Punong Lizada, and Lizada Home Settlers Association.
