VICE PRESIDENT Sara Duterte continues to lead early polls for the 2028 presidential election, according to the latest national survey of non-partisan public opinion research firm WR Numero. Meanwhile, more than 3 in 10 remain undecided for their vice president pick.
The latest Philippine Public Opinion Monitor revealed that 29% of Filipinos would vote for Vice President Duterte if the elections were held in February 2025. Trailing Duterte is Sen. Raffy Tulfo with 19%, followed by former Vice President Leni Robredo at 12%. (See Table 1)
Sen. Grace Poe and senatorial candidate Manny Pacquiao garnered 4% and 3%, respectively. Other notable names include Sen. Imee Marcos (3%), Sen. Robin Padilla (2%), with House Speaker Martin Romualdez and Sen. Risa Hontiveros each receiving 1%. (See Table 1)
Meanwhile, the February 2025 non-commissioned survey found that more than 1 in 5 Filipinos (23%) remain undecided in the presidential race, while about 3% said their preferred candidates were not included in the list of potential contenders. (See Table 1)
On the other hand, more than 3 in 10 Filipinos are unsure (33%) on their pick for vice president if the elections were held during the field dates. Among those decided, Sen. Grace Poe leads among the potential candidates with 16%, followed by former Vice President Leni Robredo at 14%. (See Table 2)
Following them are former Sen. Manny Pacquiao (10%), Sen. Robin Padilla (8%), and Sen. Imee Marcos (6%). Other potential candidates in the list are Sen. Miguel Zubiri (3%), Defense Secretary Gibo Teodoro (23%), and House Speaker Martin Romualdez (1%). However, some 6% of Filipinos said their preferred candidates were not on the list. (See Table 2)
The nationwide survey, conducted from February 10 to 18, 2025, was done through face-to-face interviews with a nationally representative sample of 1,814 Filipinos aged 18 and older. The nationwide survey has a margin of error of ±2% at a 95% confidence level. At the subnational level, the margin of error is ±6% for the National Capital Region, ±5% for North and Central Luzon, ±5% for South Luzon, ±5% for the Visayas, and ±5% for Mindanao, all at the same 95% confidence level.
The complete Volume 2025 Issue 1 report is set to be released in early March. In addition to the preliminary findings, it will also feature public opinion on key national issues such as the 2025 national budget, renewal of the ABS-CBN franchise, the re-election of US President Donald Trump and the ensuing global trade war, and issue on political dynasties, among others. The February report will also include survey findings on the policy considerations of Filipino voters in choosing their senate bets for the 2025 race.
