Incumbent and re-electionist for Philippine Councilors League National Chairman Danilo Dayanghirang was endorsed by President Rodrigo R. Duterte, last January 27, 2020 at the Malacañang Palace, as PRRD’s official candidate for the upcoming PCL National Congress on February 26-28, 2020 at the SMX, MOA Arena, Pasay City, wherein 17,163 legislators from 1,643 cities and municipalities from all over the Regions in the Philippines are expected to vote and choose the rightful candidates.

Dayanghirang had an opportunity to have a light moment with PRRD, while discussing national interest, as the president is still the same person he knew. Dayanghirang is still, up to now stunned by the president’s kindness and humbleness even though he knew PRRD since 1986 when Duterte served as Vice-Mayor of Davao City.

NC Dayanghirang vows to implement projects that are time-bound, transparent and empowered with the right connect and continuity.
When RA 10963 or the Tax Reform for Acceleration and Inclusion Act or TRAIN LAW was implemented, PCL showed its all out support because it recognizes the need for infrastructure and social programs for urban and rural development.

Recently, a resolution was also proposed during a meeting with Government Service Insurance System( GSIS) to allow legislators who have completed their 9 years term of office, to voluntarily give contribution to Government Service Insurance System or GSIS to ensure their pensions. Once out of government service, pensions are deferred because of lack of funds and contributions. Dayanghirang eyes the need to continue the contribution like that of the system of the Social Security System(SSS) for the welfare of local officials.

The PCL also lauded the Supreme Court ruling increasing the internal revenue allotment (IRA) of Local Government Units (LGUs), to include tax collections of other agencies apart from Bureau of Internal Revenue (BIR).

NC Dayanghirang also lauded the enactment of RA 11463 or the Malasakit Center Act of 2019, authored by Senator Christopher “Bong” Go. NC also supported the RA 11402 of Sen. Bong Go, which moves the barangay and SK elections from May 2020 to December 5, 2020 and the Senate Bill 391 or the Magna Carta for Barangays, which extends the term of incumbent barangay officials to 2years and a half.

Anong the programs, PCL formed the fast-lane assistance which paved way for P50,000 pesos worth of assistance. And a scholarship program which produced a total of 3,331 graduates— Baccalaureate, MA Diploma, Full MA with thesis and Doctorate.

Philippine Councilor’s League, with the initiative of NC Danilo Dayanghirang, extended a total of more than 16Million pesos calamity assistance in some parts of the Philippines affected by natural calamities.
PCL also tied up with the programs of the government thru memorandum of agreement (MOA) to support the advocacy programs of ULAP, DILG, Office of the Ombudsman, PDEA, PRC, UAP and IBP.

PCL has also gone global! International Relations are intact in continuing the exchange of programs of Philippine Councilor’s League with the ASEAN Forum Council (AFC) for Korea and Taiwan.

You see? Countless possibilities await the League if we have the right candidate!
