The Technical Education and Skills Development Authority (TESDA) XI and the Davao City Chamber of Commerce and Industry, Inc. (DCCCII) inked a partnership for an Enterprise-Based Institution (EBI).The EBI is an industry-led training and competency assessment and certification program of enterprise-based skills professionals that will enable the industry to provide trainings and competency certifications to produce competitive workforce and generating employment opportunities.
The signed Memorandum of Agreement (MOA) mandates the TESDA to “develop industry-led workplace-focused Technical Vocational Education and Training (TVET) model in collaboration with the DCCCII.”
Additionally, TESDA will provide technical assistance in the registration of enterprise-based programs and accreditation of industry-based assessment centers, implement competency assessment and skills certification of industry-based professionals, provide technical capability building assistance and other support mechanism to DCCCII, provide training and assessment subsidy through the scholarship program allocation based on approved guidelines and promote the conduct of industry based skills competition.
“The core principles (of these training modalities) is that education, training, and lifelong learning contribute significantly to promoting the interest of people, enterprises, and that economy and society as a whole,” said TESDA XI Regional Director Engr. Lorenzo Macapili in his speech.
“The government, employers and workers have roles to play and commitments to fulfill in support of learning,” he added.
Meanwhile, DCCCII will develop appropriate training arrangements for the industries that will lead to nationally recognized industry-based/workplace qualifications.
It will also encourage DCCCII members to become EBI training and/or assessment centers; provide coordination and administrative support to TESDA on the implementation of the agreement; and, provide assistance and information to TESDA in the identification of industry skills priorities and training needs.
It will also lead in the development and periodic review of regional sectoral skills plans as inputs to national technical education and skills development plan; develop review, improve and promote competency standards qualification, training plans, and industry assessment tools/guides in coordination with TESDA; participate in other TVET programs; endorse and nominate assessors in the agribusiness, ICT, construction, tourism, processed food, health services, and entrepreneur sectors; provide monitoring and documentation, and generate employment opportunities to the whole Davao region.
