New DCPO chief to prioritize collaboration, community engagement

THE NEW director of the Davao City Police Office plans to take a collaborative approach by strengthening community engagement and partnerships with various stakeholders. 

“We will work closely with other law enforcement agencies, non-profit organizations, and civic groups,” Colonel Richard Bad-ang said, adding the collaborative effort will create a more secure environment for residents.

While acknowledging past successes, Bad-ang outlined his key priorities on prioritizing officer well-being through dedicated programs to boost morale and effectiveness, ensuring strategic allocation of resources for optimal impact in crime prevention.

He also plans on implementing a balanced approach that emphasizes proactive measures alongside targeted enforcement actions and building stronger relationships with the community to foster trust and cooperation in maintaining peace and order.

Underscoring the importance of personnel, Bad-ang stated, “Our personnel are the backbone of the force. We will implement programs that safeguard their well-being and elevate their morale.”

The turnover of office was graced by Mayor Sebastian Duterte and presided over by Brig Gen Wilson Soliba, deputy regional director for administration of Police Regional Office XI.

The new city director is a proud member of the Philippine National Police Academy (PNPA) Kabalikat Class of 1998.

In a heartfelt farewell address during the turnover ceremony, outgoing city police director Colonel Alberto Lupaz expressed his appreciation to the Davao community.

“The unwavering support from the Dabawenyos has been instrumental in our city’s safety and security,” Lupaz said. “I am grateful for the opportunity to serve this dynamic city.”

Reflecting on his tenure, Col. Lupaz acknowledged the challenges faced. “Each day brought new obstacles, but they also presented opportunities to learn and grow,” he stated. “These experiences have instilled in me invaluable lessons about leadership, resilience, and the unwavering commitment required to serve and protect Davao City.”

While Col. Lupaz’s next assignment remains unclear, his speech emphasized the importance of continued service. “We have faced adversity together and emerged stronger,” he concluded. “These experiences have shaped me into a leader prepared to navigate the challenges that lie ahead.”

Bad-ang will lead about 2,425 strong forces of the Davao City Police Office, including the 19 police stations in the city.
