LTO-Davao to revisit offices on alleged irregularities in licensing

THE LAND Transportation Office (LTO) Davao said Monday they are eyeing to revisit offices to intercept alleged irregularities in the provision of driver’s licenses.

A handful of reports coming from the area have reached the LTO central office, Yuri Lim, LTO Davao Law Enforcement Section chief, said during the Kapihan sa Davao on Monday.

Meron kaming inaayos na investigation ngayon to intercept some of these activities, and even before nai-report na po ito sa national office,” Lim added.

Lim reported that the increasing number of road accidents is attributed to human error, and most show cause orders issued are due to reckless driving.

Pag sinabing human error, it boils down to the discipline of the driver, uso na ngayon tinatawag nilang kamote,” he added.

“Kamote” drivers is a slang term used to refer to riders who display bad habits on the road.

The existence of fixers, Lim added, is a contributing factor to why new drivers are ignorant of the rules on the road.

“Frankly speaking, yes, andyan lang sila, they are making a living. Kaya tayo we have to be vigilant also, hindi tayo lalapit sa fixers, kasi in place naman po ang services ng opisina, inaayos naman ang serbisyo bakit pa tayo lalapit sa mga fixers na to,” he added.

As much as the office wants to file criminal charges against these fixers, the complainant will no longer pursue the case if the money involved in the complaint is returned. 

LTO cannot act as a complainant but can assist them in the procedure, but the case typically falls through if the victim does not submit an affidavit. Lim cited the order from the central office to revisit the procedure in applying for a driver’s license, and the requirements coverage.

He said they are currently awaiting the final orders regarding the technical working group from the central office to be cascaded to the district offices.
