Labor group: enforce ILO C190 to protect women workers

THE NONOY Librado Development Foundation (NLDF) on Monday echoed the global call #NoExcuse and supported moves to end all forms of violence and harassment against women in the workplace. 

The statement was aligned with the United Nations’ launch of the UNiTE campaign, a 16-day activism on Monday, Nov. 25, in time for the International Day for the Elimination of Violence Against Women (IDEVAW).

NLDF called on the Marcos administration to immediately implement the International Labour Organization (ILO) Convention 190 (C190), which the country ratified on Dec. 11, 2023.  

Convention No. 190 is the first international labor standard that affirms the right of every individual to enjoy a harassment- and violence-free workplace.

ILO C190 recognizes that these can take many forms—physical, psychological, sexual, or economic, including gender-based violence, such as sexual harassment, bullying, and unequal pay practices, where women are disproportionately affected.

NLDF emphasized that women workers in informal and precarious work arrangements continue to face amplified risks due to a lack of job security and inadequate legal protections.

“No woman should have to choose between her safety and her livelihood. ILO C190 gives us a framework to address and eliminate these injustices,” NLDF executive director Leah Emily Miñoza said in a press release on Monday.

Miñoza stressed implementing ILO C190 would ensure that the government and employers adopt measures to keep workplaces violence-free, including those often overlooked. 

“The implementation of ILO C190 is not just about compliance; it’s about building workplaces where women feel safe, valued, and empowered to thrive. The time for action is now. There is no excuse for VAW,” she added.

NLDF also reiterated its call to pass the National Minimum Wage of P1,200.00, which is seen to help women achieve economic security.

In 1999, the United Nations General Assembly proclaimed November 25 as  IDEHAW to remember the Mirabal sisters who were brutally assassinated on Nov. 25, 1960, because of their identity as women and activists.
