Even with the lifting of Martial Law, the permit to carry firearms outside residence (PTC-FOR) remains suspended in Davao City for at least one year.
Capt. Rosario Aguilar, the spokesperson of the Davao City Police Office, said the order was handed down from Camp Crame to the Police Regional Office XI. The suspension started on Jan. 1 and will end at 11:59 p.m. on Dec. 31, 2020.
With the directive, only the military, police, and other law enforcement agencies performing their official duties are allowed to carry firearms.
“If there are any moves they will make, they should request a permit to transport firearms from the Police Regional Office XI-Civil Security Unit, headed by Col. Julius Silagan, ” she advised gun owners.
The permit to transport will specify the time, day, and purpose. Also, the PNP will also compel gun owners to apply for a permit to transport from the regional office if they intend on joining shooting competitions in Davao City.
When Martial Law was implemented in Mindanao, including Davao City, all PTC-FOR applications were suspended. President Rodrigo Duterte did not extend the executive order, which lapsed on Dec. 31, 2019.
However, the EastMinCom and Task Force Davao have proposed to continue the suspension of the permit to carry for civilians to make their jobs of securing Davao City easier.
