Gov’t employees to receive service recognition, one-time gratuity pay

PRESIDENT Ferdinand R. Marcos Jr. has ordered the grant of service recognition incentive and gratuity pay to the contract of service (COS) and job order (JO) workers through administrative orders 12 and 13.

Through Administrative Order No. 12 signed by Executive Secretary Lucas P. Bersamin on Dec. 7, government employees under the executive branch are entitled to a one-time Service Recognition Incentive (SRI) of PhP20,000.

National government agencies, civilian personnel in state universities and colleges, and government-owned or controlled corporations shall be qualified for the SRI.

Military personnel of the Armed Forces of the Philippines (AFP) and uniformed personnel of the Philippine National Police (PNP), Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), Bureau of Corrections (BuCor), the Philippine Coast Guard (PCG), the National Mapping and Resource Information Authority of the Department of Environment and Natural Resources (DENR) are entitled to the incentive.

Meanwhile, those regular, contractual, or casual positions shall be granted the pay provided that they are still in government service as of Nov 30 and have rendered at least four months of satisfactory service. 

For instance, if the length of service of the personnel is less than four months, they shall only be entitled to a certain percentage of the incentive, wherein those who have served for three months will have 40%, 30 % for two months, one month (20%) and 10% for those serving less than a month.

However, those engaged in employer-employee relationships including but not limited to consultants for a limited period, student apprenticeships, and laborers paid on a piecework basis whose compensation is funded by non-personnel services shall be excluded from the SRI.

PBBM granted the one-time gratuity pay of not more than P5,000 each for COS and JO government employees under Administrative Order No. 13.

All workers engaged through COS and JOs who have rendered at least four months in service as stated in their contracts as of Dec 15 and whose contracts are still effective as of the same date shall be entitled to receive the pay.

For instance, if the length of service of the personnel is less than four months, they shall only be entitled to a specific amount of gratuity pay. Those who have rendered service for three months will receive P4,000. Those who have rendered more than two months will receive not exceeding P3,000, while those who served less than two months will receive not exceeding P2,000.

AO 13 stated that COS and JOs of the national government agencies, state universities and colleges, government-owned and controlled corporations, and local water districts are qualified to receive the P5,000 gratuity pay. 

SRI and gratuity payments shall be made to all qualified employees not earlier than Dec. 15.
