DCPO chief meets with prosecutor to discuss key legal issues

ACTING Davao City Police Office (DCPO) director Colonel Hansel Marantan paid a courtesy call to Chief Prosecutor Atty. Jhopee S. Avanceña on Monday.

Marantan was with Lt. Col. Ivan Samoraga (CIDMU Chief) and Major Lean Marquez (Legal Officer).

In an interview with TIMES on Tuesday at his office, Marantan said the meeting focused on crucial legal matters impacting law enforcement and prosecution in Davao City. 

“She’s willing to help us with the filing because there is a high probability condition that is looking for now is no longer the probable cause so she explained I think this will cure the congestion in the detention facilities. I agree with her,” he further said.

Avanceña provided guidance to the DCPO on the following: Updated Preliminary Investigation and Inquest Rules: Compliance with DOJ Circular No. 015 (effective August 1, 2024), Body-Worn Camera Usage, Combatting Rape Cases, Terrorism Financing, and Judicial Affidavits.

  • On Body-Worn Camera Usage: Adherence to Supreme Court rules (AM No. 21-06-28) regarding BWC use during warrant executions.
  • Combatting Rape Cases: Strengthening programs and initiatives to address the rising number of rape cases in the city.
  • Terrorism Financing: Supporting efforts to prosecute individuals and groups involved in terrorism financing.
  • Judicial Affidavits: Ensuring strict adherence to the use of judicial affidavits in case filings.

Avanceña pledged to provide further support to the DCPO through prosecutor-led seminars and lectures on these topics.

 She reaffirmed her commitment to working closely with the Philippine National Police (PNP) in Davao City to uphold justice and the rule of law.
