A PROPOSED ordinance on the Dabawenyo DCplinado program to be integrated with the Department of Education (DepEd) curriculum passed on second reading on Tuesday.
Dabawenyo DCplinado program is a collaborative effort between the city government and DepEd Davao City to promote a “disciplined and law-abiding” citizenry by starting with the young.
Integrating the program into the DepEd curriculum can hopefully create a values-based learning environment for both teachers and learners.
Jonard Dayap, committee on future generation chairman and proponent of the ordinance, said empowering the future generations must start with the youth.
The program will include topics on civic responsibility and community engagement, respect for laws and regulations, cultural sensitivity and ethical behavior, information and digital ethics, environmental stewardship, and culture of security.
These modules will then be integrated into the DepEd subjects including Values Education, Araling Panlipunan, Makabayan, and Good Manners and Right Conduct, that students must accomplish in school.
Councilor Luna Acosta passed a resolution incorporating the culture of security in the new ordinance. To recall, the culture of security was instituted in 2020 and amended in 2021.
Moreover, the City Mayor’s Office and the DepEd Davao City will be responsible for implementing and assessing the program, including training the educators.
Apart from the classroom instruction, a module will also be designed for all constituents in the city with support from the Department of Interior and Local Government. Barangay and Sanguniang Kabataan officials will be tapped to mainstream it in the community.
Councilor Alberto Ungab said there must be indicators and competencies placed to measure the program’s success.
Reynante Solitario, DepEd Davao City schools superintendent, clarified the monitoring and evaluating team appointed by the mayor will carry out periodic assessments of the program’s impact on students.
Solitario manifested they would develop a Quality Assurance, Technical Assistance, Monitoring, and Evaluation (QATAME) tool, to ensure quality of delivery.
Meanwhile, Councilor Angelo Mahipus Jr. lauded the program and said it will help shape the future generation of Davaoeños to remain true to the tagline “Davao City Life is Here.”
The councilor manifested a resolution should also be enacted to enjoin the higher education institutions to put up a similar system to incorporate this module in their instruction, as the present ordinance only covers DepEd.
Mahipus and Councilor Bonz Militar manifested their co-sponsorship of the ordinance. Councilor Conrado Baloran motioned for a vote of unanimity for the approval of the committee report.
