Councilor pushes fixed budget from Barangay fund to be dedicated for Health

A LAWMAKER intends to push allocation from barangay funds to be dedicated solely to health and wellness.

During Sunday’s episode of Basta Dabawenyo, 2nd District

said the plan would help stabilize the health and wellness programs in the communities.

Reportedly, a barangay council committee on health raised concern about their chairman politicizing the local budget.

Councilor Richlyn Justol-Baguilod

The city council committee on health chair said this happens when the barangay councilor is not from the same political party as the barangay chief.

Nagareklamo sila kay kung dili ilahang kapitan or dili sila okay, dili sila mahatagan og budget,” she said.

Baguilod said that once passed, the specific budget for health will go directly to the programs intended under it.

She added they will tailor it to the gender and development program, which already has a specific percentage budget.  However, she said they have to craft an ordinance since it’s not itemized in the national law.

The Local Government Code only provides the allocation for Personal Services (55%) for barangay officials and employees; barangay development fund (20%) for infra and development projects; gender and development fund (5%); local disaster risk reduction and management fund (5%); Sangguniang Kabataan fund (10%); and the rest for the maintenance and other operating expenses.

The councilor said they will pass a resolution to the city council requesting the national to look into the possibility of allocating a specific budget or percentage for Health.
