Councilor eyes revocation, amendment of riders biz permit before year ends

A LAWMAKER hoped to resolve the grievances of delivery riders regarding business permits might be resolved before the year ends.

During the Aprubado sa Konseho, Councilor Myrna Dalodo-Ortiz said the committee is eyeing the revocation and amendment of a provision in Ordinance 0612-21.

Ordinance 0612-21 categorized all food delivery riders as individual service contractors and therefore, must secure business permits.

To recall, the United Davao Delivery Riders Association has continuously called the city council demanding exclusion from the business permit.

“Rest assured nga ginatrabaho na ni sa committee and maybe before the year ends, mahimo-an na natog resolution, meaning, ma-address na ang mao nga plea or request from the delivery riders,” Ortiz said.

Ortiz added the position of the delivery riders was discussed through a series of meetings with the Business Bureau, the City Treasurer’s Office, and the City Legal Office. 

A joint committee hearing was also conducted with the committee on rules, privileges, laws, and ordinances chaired by Councilor Jesus Joseph Zozobrado and committee on labor and employment chair Bai Hundra Cassandra Advincula.

The committee chair on trade and industry added they are targeting to present the committee recommendations with corresponding resolutions and ordinances to the plenary but she did not disclose the date.

When asked if the ordinance will be approved before January, the councilor said it is too early to tell since it will still depend on the deliberations in the plenary. 

However, once the existing ordinance is repealed, the fees required from all the riders will be “in uniform” and certain fees will be abolished. 

On the employee-employer relationship between the riders and the companies, she said it is outside the jurisdiction of the city council.
