Cop nabbed for firing gun

A police officer assigned at the Mobile Patrol Group (MPG) of the Davao City Police Office is facing multiple charges for allegedly firing his gun indiscriminately in Shrine Hills, Barangay Matina Crossing, Talomo District on around 3 p.m. Sunday.
DCPO Director Sr. Supt. Alexander Tagum said they are preparing criminal and administrative charges against PO1 Glonard Bryan Bisaga Maneja, 31, a native of Malita, Davao Occidental who is renting a space in Purok 9, Shrine Hills.
Police arrested Maneja on Sunday right after residents reported that the junior officer fired his gun during an argument with his live-in partner in their rented room.
Tagum said Maneja fired his gun seven times while having a heated argument with his live-in partner, Ellah Milano, 24, causing panic to the neighborhood.
He was drunk.
MPG agents turned over to the Talomo Police Precinct after the arrest.
Police recovered Maneja’s service firearm, a Glock 17 with serial number PNP 34082, loaded with eight bullets.
The seven empty fired cartridges were also recovered.
Maneja has been detailed at the MPG for two years.
In an interview yesterday, Tagum said that case against Maneja has been forwarded to the Investigation Detection Management Branch (IDMB).
He said the officer might be charged for election gun ban, and alarm and scandal.
Tagum said they are studying the possibility of charging him for violence against women and children because he fired his gun for at least seven times while having an argument with his live-in partner.
A pre-charge investigation on the administrative case against Maneja is now conducted. Maneja will be dismissed from the service if found guilty.
Tagum said the respondent was off duty during the incident.
Initial investigation conducted by the IDMB revealed that Maneja, during his training days, went amok and was looking for a trouble when he was drunk.
Maneja is the second DCPO officer to be charged for illegal discharge of firearm.
Tagum said firearms are intended for self-defense and not for indiscriminate firing.
He said Mayor Sara Duterte is certainly not happy with the incident.
“So I promised the Mayor that we will not tolerate this,” Tagum said. “We do not tolerate amok policemen.”
In a separate interview, Maneja apologized for what he did.
“I have a personal problem with my live-in partner,” Maneja said.
