City reconstitutes local E-CLIP committee for former NPA rebels

THE CITY government issued an executive order reconstituting the Davao City Enhanced Comprehensive Local Integration Program (E-CLIP) Committee.

EO No. 33 stated that the committee will be responsible for the effective implementation and institutionalization of the city’s E-CLIP to better aid in the reintegration of former rebels (FRs) and other former violent extremists (FVEs) in the community.

The committee is also tasked to ensure convergent efforts in the delivery of the identified services of the program; proper documentation and referral of the needs of the FRs and FVEs to appropriate agencies and other partner institutions including profiling of the FRs and FVEs; to assist the FRs and FVEs in completing the E-CLIP Enrolment Form; and to hold regular E-CLIP meetings to discuss coordination and monitoring initiatives on E-CLIP implementation in Kalinaw Village.

The body is also responsible for assisting FRs and FVEs in the preparation and implementation of their Former Rebel Reintegration Plan (FRRP)/ Former Violent Extremist Reintegration Plan (FVERP) and Business Plan (Mungkahing Proyekto) through the City Social Welfare and Development Office (CSWDO).

The mayor and the 1003rd Infantry Brigade commander will be the committee’s co-chairpersons. 

Moreover, the CSWDO is directed to identify appropriate personnel from its office to form the City E-CLIP Committee Secretariat and Technical Working Group.

Based on the EO, the committee and the Kalinaw Village Management shall meet quarterly or at least four times a year to discuss plans, updates, resolution of issues and concerns, and other matters related to the implementation of E-CLIP and the operation of the Kalinaw Village.

The budget for the implementation of the E-CLIP, including the payments for honoraria, incidental, and other appropriate expenses, will come from the funds allocated by the national government.
