BSP clarifies no subcontracting on printing of national IDs

The Philippine Statistics Authority (PSA) launches the Digital National ID, National ID Check, and National ID eVerify with the Department of Information and Communications Technology (DICT).

THE BANGKO Sentral ng Pilipinas (BSP) said it had completely met the agency-to-agency procurement guidelines as well as the agreement it had with the Philippine Statistics Authority (PSA) concerning the production of IDs, or national identification cards.

In a statement, BSP said that they did not subcontract the activity to AllCard Incorporated (ACI).

“BSP personnel conducted the operation, while ACI provided equipment, raw materials, and technical support,” their statement reads.

It also clarified that the Commission on Audit (COA), which examined the BSP’s transactions, did not include any findings about subcontracting from its BSP Annual Review report.

“This is different from COA’s audit of PSA, which some parties are citing in their allegations and comments against the BSP. Unfounded questions about subcontracting may be diverting attention from the actual issue: AllCard’s failure to fulfill the contract approved by the Philippine Identification System (PhilSys) Council, which AllCard bid for, won, and accepted,” the statement added. 

BSP released a statement in response after COA said in its 2022 PSA Annual Report that the central bank had broken its contract with the PSA by contracting out the creation of national IDs to ACI.

The BSP declared last month that it had terminated its agreement with ACI for the provision, delivery, setup, and commissioning of Lot 1 leasing of card manufacturing machinery for national ID cards.

Meanwhile, PSA also released a statement with BSP’s termination, saying they trust “the assessment and decision of the Bangko Sentral ng Pilipinas to terminate its contract with their supplier for the national ID card production.”

“The PSA is taking necessary measures for the continuous issuance of National IDs,” PSA stated.
