The mayor has issued an executive order reconstituting the Project Monitoring Committee (PMC) of the city government.
Mayor Sara Duterte signed on Feb.11, 2020 Executive Order No. 5, which is “an order reorganizing and reconstituting the Project Monitoring Committee (PMC) of the city government of Davao.”
The PMC is mandated to facilitate project implementation, monitoring, and evaluation of projects funded by national and local government funds. It will also make sure to obtain up-to-date and relevant information on the overall status of project implementation at each level for timely program, planning and budget allocation.
The committee will also identify issues and concerns that could impede project implementation so that they could be addressed at the City Development Council (CDC) and committee levels. It will then elevate unresolved concerns to the appropriate offices.
Meanwhile, a problem-solving session mechanism will be institutionalized as an approach in addressing issues and concerns related to the implementation of the programs, projects, and activities (PPAs).
Scope and Coverage
The PPAs monitored under the committee include all foreign and nationally-funded projects,
including funds directly downloaded to the city, which are implemented within the local government unit.
It will also cover PPAs funded from the annual development fund (ADF) and locally generated resources, including those that are funded at the barangay level.
The city planning and development coordinator will serve as the secretariat of the local PMC who will be tasked to prepare lists of schedules of all PPAs. The secretariat will also process reports of implementers on the status of project and implementation for the information of the PMC and identify problems, concerns and verify the information for appropriate action.
The committee is chaired by Duterte, co-chaired by City Administrator Zuleika Lopez; with the City Planning Development Coordinator as the vice-chairperson.
The members of the PMC include the Department of Internal and Local Government; City Budget Officer; City Engineer; City Accountant; CDC’s chairpersons on committees on social development, economic development, infrastructure development, and environment development, (respectively); one non-government organization, and the president of the Association of Barangay Captains.
