THE ANTI-BULLYING ordinance is still pending at the City Legal Office, which will craft the implementing rules and regulations (IRR).
During the weekly media briefer on April 2 at Sangguniang Panlungsod, Councilor Lorenzo Benjamin Villafuerte, chair of the city council’s committee on civil, political, and human rights, said the city is seeking to create a distinction between minors and adults.
“We’re still discussing how to [organize], para ma plantsa nato and ma approved sa city legal and ma signan ni mayor,” the chair said.
The ordinance sets to protect all forms of age in different places, especially in the working environment.
The chair said that the definition of bullying of minors is indeed different from adults, bullying is considered when it is repeated, severe enough and it has a significant impact on mental health.
The ordinance will create the City Anti-Bullying Council, which is dedicated to crafting policies, creating awareness, and pursuing intervention measures.
Davao City’s version of RA 10627 or the Anti-Bullying Act of 2013 expanded the scope to cover workplaces, universities, post-graduate schools, and public places.
Villafuerte also mentioned that he is now drafting another ordinance regarding women in conflict, and persons deprived of liberty.
