SK chairpersons learn policy-making skills

A TOTAL of 40 Sangguniang Kabataan (SK) chairpersons undergo training on the technical knowledge of proper policy making and legislation process, on Friday, Feb. 21.

The Vice Mayor’s Office and SK Federation Kristine Mercado’s office organized the training dubbed Pakighinabi: Empowering Sangguniang Kabataan Through Policy Making at the New Conference Room, SP Building.

“We have this program to teach them the processes, there are rules that are already in place, so much better it will be lectured to them and they can adapt or improve the rules as to how they conduct their own sessions,” Vice Mayor J. Melchor Quitain Jr. told the reporters in the sideline interview during the event.

Quitain recognized there are gray areas that the SK and all other barangay officials that they cannot agree on, hence the training, “so when they have a meeting, they know what to do and decide how to do it.” 

The training is the first of the series of local legislative seminar sessions that SK from all city districts in the city will undergo. The first district SK chairpersons were the first batch.

“After this, we will see how the lecture affected their performance in their work, and if it is good, we will make another symposium,” he said, considering taking up topics on corruption and governance.

Kristine Mercado, SK Fed chair said the forum is an opportunity to collaborate and exchange ideas as youth representatives “to create more meaningful programs that can benefit  fellow youth.” 

“As Kabataan leaders, we hold the power to create policies that shape the future of the youth not only in activities but to understand how policy-making works as the foundation of true change,” Mercado stressed.

Dave John Renoy, Catalunan Pequeno SK chairman said the training is instrumental for them as guides in running their respective offices.

“Most especially that last year in our pioneering year, we needed a guide for writing resolutions and ordinances kay dako siya nga kabahin sa among trabaho, not only for running the office but to create sustainable activities,” Renoy said. 

He shared that this will supplement their knowledge in maneuvering their plenary, especially those first-timers in the SK office.

The e-book on the “Compilation of Basic Law and Principles Affecting the Barangay” was also launched during the event. 

Lawyers Eleazar Cagula of the City Legal Office, Camille Flores of DILG-Davao City, and other Davao City Youth Development Office representatives also imparted their knowledge to the SK.
