Top Davao City Councilors Shine in Legislative Performance; January Duterte Among Leading Contributors

In a recent performance report covering legislative accomplishments from January to August 2024, several Davao City councilors have emerged as top performers, demonstrating dedication to the city’s governance through the number of resolutions and ordinances they authored, co-sponsored, or supported.

Among them, Councilor January Duterte stands out for her notable contribution as a sectoral representative, while some councilors showed limited engagement during the legislative period.

Councilor Diosdado Angelo Junior Mahipus led the pack, having sponsored an impressive 186 resolutions and 3 ordinances, a testament to his commitment to pushing forward policies aimed at improving various aspects of the city’s administration and public services.

Following closely behind is Councilor Pilar Braga, with 149 resolutions and 16 ordinances, further solidifying her role in advancing Davao City’s education and cultural initiatives.

As a sectoral representative from the Association of Barangay Councils (ABC), Councilor January Duterte showcased a remarkable legislative record. She sponsored 48 resolutions, co-authored 2 resolutions, and was the main proponent for 48 resolutions—placing her among the top-performing councilors.

Her active participation and sponsorship of key resolutions reflect her dedication to grassroots development and barangay-level concerns in Davao City.

Another key figure in the council’s legislative work is Councilor Jesus Joseph Zozobrado III, the floor leader, who sponsored 67 resolutions and 61 ordinances, marking him as one of the most active legislators in pushing forward important policies.

Meanwhile, other councilors contributed significantly to the legislative work. Councilor Augusto Javier Campos III sponsored 47 resolutions and 11 ordinances, while Councilor Luna Maria Dominique Acosta showed consistency, sponsoring 60 resolutions and 3 ordinances.

However, not all councilors matched the output of the top performers.

Councilor Wilberto Al-ag and Councilor Nilo Abellera Jr. were among the least active in terms of legislative contributions. Al-ag sponsored only 2 resolutions and co-sponsored 8 resolutions and 5 ordinances, while Abellera has not sponsored any resolution or ordinance but just co-sponsored 1 resolution and 1 ordinance.

Despite their limited involvement, both councilors have contributed in smaller ways to Davao City’s legislative processes.

The varying levels of legislative engagement among the city councilors reflect both the robust leadership from some members and the need for more active participation from others.

The accomplishments of councilors like January Duterte, Mahipus, and Braga highlight the importance of legislative productivity in advancing the city’s development and addressing the needs of Davaoeños.

As the year progresses, the Sangguniang Panlungsod will continue to face critical issues, and further contributions from all council members will be essential in maintaining Davao City’s progress.

Last month, the camp of ABC president January Duterte debunked claims that she has the most absences in the City Council.

Record shows that Duterte attended 12 sessions from January to June 2024, with 1 VL, 1 SPL and 11 OB. She has zero absences from the said period
