GOVERNOR Edwin Jubahib took to Facebook on Thursday to address a looming preventive suspension order from the Office of the President (OP) scheduled to be served on April 11.
The governor expressed frustration about a lack of transparency surrounding the order, claiming no prior notification of a new court case, OP summons, or Department of Interior and Local Government investigation.
Jubahib argued the order violated his right to due process, guaranteed by law, and Administrative Order No. 23, Series of 1992.
He highlighted the requirement for a response to charges, strong evidence, and potential witness tampering/evidence tampering concerns before enforcing the suspension.
Jubahib maintained his focus on serving Tagumenyo residents and developing the provincial economy. The governor also sought public support to oppose the suspension order at the Capitol this morning.
He framed the situation as a fight against “evil plans” and those seeking to protect personal interests.
On Thursday, authorities attempted to serve the order through the Department of Interior and Local Government (DILG) at the Provincial Capitol.
However, the order reportedly went unaccepted.
The suspension stems from OP-DC CASE NO. 22-L-100, filed by 2nd District Board Member Orly Amit.
Amit accuses Jubahib of “grave abuse of authority and oppression.”
Despite the service delay, the DILG swiftly named Vice Governor Carlo Uy as the acting governor of Davao del Norte.

Meanwhile, DILG Secretary said they are addressing the decision to suspend Jubahib as directed by Executive Secretary Lucas Berasmin over the “alleged misuse of authority, potential oppression, and the utilization of government funds to advance the interests of a private company.”
“We recognize the challenges faced by our officers during the implementation of this suspension order, and we commend their professionalism and dedication in upholding the law amidst any resistance encountered,” the statement said.
