Public Internet center ordinance passes 2nd reading 

THE ORDINANCE establishing the Davao City public Internet center hurdled the second reading during the 20th City Council’s regular session on Tuesday, May 6. 

Councilor Bonz Andre Militar told reporters that the public Internet center is expected to be established in People’s Park this year.

Militar, the committee chair of information systems, said the center will address the public’s growing need for accessible digital connectivity, especially for underserved communities. 

“This establishment is a big help to the public, especially with their needs online, such as research,” Militar said. 

For the pilot area, the building will be constructed inside People’s Park, which has duly been approved by the Davao City Parks System Management Board per DCPSMB Resolution No. 156-25, Series of 2025.

An estimated building cost of P16 million is allocated for the construction in a total area of 746.38 sq. meters. 

It will house the computer sets that the public can utilize during the day-to-day operation of the Internet center. The second floor is for all regular customers, while the first floor will be dedicated to PWDs. 

Booking/appointment applications will be created to secure the user’s time to use the computer units fairly with the other users. 

It will also have a room intended for job seekers intending to join the BPO industry. 

To avail the free use of wifi, users are required to apply for membership with the

Davao City Library and Information Center and every member shall be entitled to a daily free Internet service, subject to guidelines established by the Center.

If, for instance, parkgoers have their own gadgets, laptops, and other electronic gadgets/devices, they will likewise be provided a voucher to enable them to access the free wifi system. 

The center shall implement appropriate safeguards for the protection of the personal data of all its data subjects and will comply with the Data Privacy Ordinance of the City of Davao.

The fund for the establishment shall be sourced from either in the City’s annual budget or in any of its supplemental budgets, as the case may be.
