THE CITY government and the Philippine Statistics Authority (PSA) signed a memorandum of agreement to implement the 2024 Community-Based Monitoring System (CBMS).
CBMS is a nationwide activity that requires the cooperation of all government and private entities to ensure the smooth flow of the CBMS operations at all graphic and administrative levels.
During the ceremony, Adeline Batucan, PSA Davao del Sur OIC, said in her speech that CBMS will help local stakeholders with data-driven decision-making and inclusive development.
“The 2024 CBMS is crucial for updating the social registries for targeting beneficiaries in the city. Though the city of Davao is classified as a highly urbanized city, it does not mean that areas here are way up in the poverty threshold. That is why the CBMS is important so that those marginalized or poor households are captured and to be given priority by the government,” Batucan said.
Batucan said the 2024 CBMS operation will also be simultaneously conducted with the 2024 census of population (POP-CEN) and will start its house-to-house interview and enumeration on July 15.
The enumeration units for the 2024 POPCEN-CBMS include households, housing units, and Institutional Living Quarters (ILQS), wherein all households, housing units, and ILQs in all barangays nationwide will be listed and enumerated.
She also urged the locals to accommodate enumerators at their convenient time to answer specific questions completely and accurately.
City Mayor Sebastian Duterte also emphasized in his speech that the CBMS implementation is crucial, particularly for the far-flung areas in Davao City.
“Almost every time that the PSA joins the caravan with the Local Civil Registrar, people become officially citizens of this country. Other than this, I hope everything will run smoothly for the activity,” he added.
Under the CBMS Act (RA 11315), the PSA is the lead agency for the CBMS implementation and further stated that “the data collection is to be conducted regularly every three years, and each LGU is the primary data collecting authority for CBMS in their respective locality.
PSA aimed to turn over the data gathered by the first quarter of 2025.
Based on their data, a total of 1,609 cities and municipalities in the Philippines were PSA-funded and implemented the POPCEN-CBMS.
