THE DEPARTMENT of Human Settlements and Urban Development (DHSUD) XI revealed that about P3.2 million worth of calamity aid was downloaded to the Davao Region under President Ferdinand Marcos Jr.’s administration.
In an interview, Atty. Roberto Mauro Miguel Palma Gil, DHSUD XI regional director, said this is under the Integrated Disaster Shelter Assistance Program (IDSAP), which was then called the Rental Subsidy Assistance Program (RSAP).
“This covers those affected by the earthquake last December in Davao Occidental, and those affected by the Shear line in Davao Oriental, Davao de Oro, and a portion of Davao del Norte,” Palma Gil said.
According to DHSUD, IDSAP is a post-disaster initiative designed to provide shelter assistance through three phases: Emergency Response, Early Recovery, and Rehabilitation and Recovery, with its goal to ensure a structured approach to shelter assistance from the immediate aftermath of a disaster to the rehabilitation phase.
“The scope of IDSAP is extensive, covering a range of natural hazards like typhoons, floods, landslides, earthquakes, and volcanic eruptions, as well as human-induced disasters such as fires, explosions, and industrial accidents,” he said.
The Emergency Shelter Support (ESS) is a one-time, unconditional financial aid aimed at households whose homes have been totally damaged due to a disaster. Eligible households initially received Php 15,000 for totally damaged houses only and for families affected by disasters occurring from Feb. 7 onwards.
He emphasized that the program was updated in July 2024 through MC No. 2024-007, increasing the support to Php 30,000 for totally damaged houses and P10,000 for partially damaged houses, which the amounts are meant to provide immediate relief during the emergency phase.
“The fire victims in Agdao area in Davao City have also availed. So it’s P3.2M and P10,000 for all totally damaged houses. Actually this was the Rental Subsidy Assistance Program (RSAP) before, and it was changed into Integrated Disaster Assistance Program (IDSAP), and from P15,000, it was changed into P30,000 including houses that are partially damaged,” he explained.
He said for local government units to access the shelter assistance, they are required to submit key documents, including a Disaster Report, Masterlist of Beneficiaries, and a Certificate of Eligibility.
Funds for shelter assistance can be disbursed through various channels, including direct cash payouts, financial service providers, or e-wallets, depending on the region.
