New DCPO chief prioritizes crime prevention, solutions

NEWLY appointed Davao City Police Office (DCPO) acting director Col. Hansen Marantan highlighted crime prevention and crime solution as his top priorities during Monday’s flag-raising ceremony. 

He stressed the values of understanding, impartiality, and patience, summarizing his message as a call to “do what a normal policeman does.”

In his message, Marantan said, “As I was listening to the prayers of Pastor Noel if you were listening, and then it says it all, understanding, impartiality, patience, these are all the values that we need.”

” I’m about to give you a two-page paper speech and I summarized it. On the first page thank you very much for welcoming me and the next page is Thank you, thank you, very very much for welcoming me,” he said.

“I will engage you at the conference room so other matters will be announced there,” Marantan told the DCPO personnel. “Maraming, maraming salamat po,” he further said.

While in an ambush interview, he said his mandate to the personnel of DCPO ” We do what a normal policeman do and these are two crime prevention and crime solutions, that’s it.”

In an ambush interview, he stated he would “do what is best for Davao” and pay a courtesy call to Mayor Sebastian Duterte.

When asked how he works with the Dutertes (particularly Mayor Sebastian Duterte) knowing that he is from Luzon and new to the city, he said “I will do what is best for Davao as  I am mandated to do, so I cannot question any comment.” adding that he will also pay a courtesy call to Mayor Duterte.

Marantan promised further discussion of plans and programs during a subsequent command conference with DCPO officials. 

Right after the ceremony, Marantan then officiated a command conference with the deputy city director for administration (DCDA), deputy city director for operation (DCDO), Staff officers, Chief of Offices, Chief of DCPO Supporting units, and Station Commanders from Station 1 to 13 and Stations 15 to 20.

Also in a separate interview, DCPO spokesperson Capt. Hazel Tuazon detailed existing crime prevention programs, including:

  • Patrol Rehiyon Onse (PRO XI): Uniformed and plainclothes patrols in high-crime areas.
  • Oplan Rats Tugis: Mobile, motorcycle, bicycle, and foot patrols to deter robbery and theft.
  • Oplan Kilos: Educational outreach to reduce rape cases and encourage timely reporting.
  • Oplan DDS (Davao Defense System): Increased checkpoints in areas with a series of incidents.
  • Night Watch Patrol: Downtown patrols to prevent robbery and violence.
  • Curfew Enforcement: Rescuing minors to protect them from crime.

Tuazon highlighted the success of these programs in reducing crime and drug-related offenses.

She assured the public that the recent change in leadership would not disrupt these efforts and that the upcoming Kadayawan Festival would be secure.

Moreover, Marantan confirmed there would be no immediate reshuffling of station commanders.
