THE JOINT Regional Task Force to End Local Communist Armed Conflict XI (JRTF-ELCAC XI) held its 3rd Quarter Full Council Meeting at the Mindanao Development Authority (MinDA) Office in Davao City on October 2.
The meeting aimed to refine strategies for preventing the resurgence of communist terrorist groups (CTGs) and improve support for former rebels.
Major Ruben Gadut, the 10th Infantry Division public affairs office chief, stated that the meeting focused on recalibrating JRTF-ELCAC XI’s approach to enhance the effectiveness of its counter-insurgency strategies.
The meeting prioritized the well-being of former members of underground mass organizations (UGMOs) who have transitioned into people’s organizations.
This initiative demonstrates the government’s commitment to providing tangible solutions to social issues, contrasting with the approach of the New People’s Army (NPA).
The whole-of-nation approach has empowered former UGMOs to achieve socio-economic productivity by forming people’s organizations.
These efforts, along with various government programs, have facilitated the reintegration of former rebels into society, enabling them to contribute positively to their communities.
During the meeting, Major General Allan Hambala, commander of the 10th Infantry Agila Division, Philippine Army, called for a comprehensive review of the JRTF-ELCAC’s operational structure.
He stressed the need to re-evaluate the roles and responsibilities of designated representatives, particularly in light of recent personnel changes within the 12 clusters of the task force.
According to Hambala, the review is crucial for strengthening regional peace efforts and ensuring all members are aligned in their pursuit of lasting peace in the Davao Region.
Furthermore, Hambala presented 109 former rebels who surrendered to the 10ID over the past three months to Secretary Leo Magno, cabinet officer for Regional Development and Security (CORDS) for Southern Mindanao.
This highlighted the Agila Division’s commitment to the welfare of former rebels and emphasized the importance of collaboration among national government agencies to ensure their active participation in peace-building efforts.
