EXECUTIVE ORDER NO. 24 Series of 2020
AN ORDER PROVIDING FOR THE EXTENSION OF THE ENHANCED COMMUNITY QUARANTINE AND OTHER ACTIVITIES THEREAFTER
WHEREAS, the World Health Organization declared a pandemic on the spread of the Covid 19 infection;
WHEREAS, President Duterte issued Presidential Proclamation 922 on March 8, 2020 to put the country in a State of Public Health Emergency in relation to National Security;
WHEREAS, President Duterte issued Presidential Proclamation 929 on March 16, 2020 and declared a State of Calamity in the entire country for a period of six months;
WHEREAS, Section 16 of Republic Act No. 7160 also known as the Local Government Code provides that within their respective territorial jurisdictions, local government units shall ensure and promote health and safety and preserve the comfort and convenience of their inhabitants;
WHEREAS, the Epidemlologist and Infectious Disease Specialist doctors demand that people stay in their houses to arrest the spread of infection;
WHEREAS, it becomes necessary to extend the enhanced community quarantine to abide by the recommendation of the Department of Health.
NOW, THEREFORE, I, SARA Z. DUTERTE, Mayor of the City of Davao, by virtue of the powers vested in me by law, do hereby order the following:
SECTION 1. The Enhanced Community Quarantine (ECQ) shall be extended untll 11:59PM of 26 April 2020;
SECTION 2. Upon approval of medical specialists, a Community Quarantine shall be re-implemented on 00:00 of 27 April 2020. A separate Executive Order shall be issued for this purpose when the approval is duly given;
SECIION 3. All government offices, private offices, business establishments, educational institutions, places of worship, hotels and other similar establishments, events places, restaurants and other food establishments, groceries, supermarket, wet market/palengke exduding only government emergency services, hospitals and funeral parlors must close for one whole day and conduct a general cleaning of their entire area. Cleaning shall include all floors, walls, doors, windows and all movable property, ex. tables and chairs.
SECTION 4. Offices, establishments and institutions that shall remain closed during the community quarantine that will come after the ECQ can draft their own schedule for general cleaning;
SECTION 5. The following are the schedule of general cleaning:
April 27 – All government offices
28 – All private offices
29 – Business establishments
30 – Hotels and other similar establishments, events places, restaurants and other food establishments, groceries, supermarket, wet market/palengke
May 4 – Educational institutions, places of worship
SECTION 6. The standard disinfection solution that must be used is:
Preparation of the 0.5% sodium hypochlorite solution (1:10 solution) for surface disinfection—
1. Using commercially available household bleach at 5% active chlorine, dilute 1 part of bleach to 9 parts of clean water; or
2. Using chlorine powder/granules/tablet at 60% – 70% active chlorine, dissolve 1 tablespoon of chlorine (equivalent to 10 grams) to 2 liters of clean water. Mix the solution thoroughly using a stick.
SECTION 7. Misting and spraying should not be used as a mode of delivering the cleaning solution, instead everything must be wiped using rags and floor mops. The cleaning materials from one area or surface must be kept separate and should not be used on other areas or surfaces to avoid cross contamination. As an examplemops for the floors should not be used on the walls or restroom deaning materials should not be used in the kitchen.
SECTION 8. Everyone should use Department of Health, Memo No. 2020 0157 dated 10 April 2020 as a guide in their general cleaning.
SECTION 9. All government offices, private ofhces, business establishments, banks, educational institutions, places of worship, restaurants and other food establishments, hotels and other similar establishments, events places, restaurants and other food establishments, groceries, supermarket, wet market/palengke should create a noor plan, rearrange their movables, mark the seats and floors to create at least 1 meter distance between employees, visitors, clients, students, etc.
SECTION 10. SEPARABILITY CLAUSE. If any provision of this Executive Order is declared invalid or unconstitutional, the other provisions not affected thereby shall remain valid and subsisting.
SECTION 11. REPEALING CLAUSE. All orders or parts thereof which are inconsistent with the provisions of this Executive Order are hereby repealed or modified accordingly.
SECTION 12. EFFECTIVITY. This order shall take effect immediately.
