The IATF released the omnibus guidelines with amendments last May 22, 2020. The public is hereby advised of the offices and establishments allowed to operate during the GCQ and the operational capacity and work arrangements that are allowed.
1. FULL OPERATIONAL CAPACITY
A. Sec. 4 (6) in relation to Sec. 2 (4)
• Veterinary clinics;
• Banks, money transfer services, including pawnshops only insofar as performing money transfer functions, microfinance institutions, and credit cooperatives, including their armored vehicle services, if any;
• Capital markets, including but not limited to Bangko Sentral ng Pilipinas, Securities and Exchange Commission, Philippine Stock Exchange, Philippine Dealing and Exchange Corporation, Philippine Securities Settlement Corporation, and Philippine Depository and Trust Corporation;
• Water supply and sanitation services and facilities, including waste disposal services, as well as property management and building utility services;
• Energy and power companies, their third-party contractors and service providers, including employees involved in electric transmission and distribution, electric power plant and line maintenance, electricity market and retail supplier, as well as those involved in the exploration operations, trading delivery of coal, oil, crude or petroleum and by-products (gasoline, diesel, liquefied petroleum gas, jet oil, kerosene, lubricants), including gasoline stations, refineries and depots or any kind of fuel used to produce electricity;
• Telecommunications companies, internet service providers, cable television providers, including those who perform indirect services such as the technical, sales, and other support personnel, as well as the employees of their third-party contractors doing sales, installation, maintenance and repair works;
• Airline and aircraft maintenance, pilots and crew, and employees of aviation schools for purposes of the pilot’s recurrent training for flight proficiency and type rating using simulator facilities; and ship captains and crew, including shipyard operations and repair;
• Manufacturing companies and suppliers of equipment or products necessary to perform construction works, such as cement and steel;
• The Philippine Postal Corporation
• The Philippine Statistics Authority
• Funeral and embalming services;
• Humanitarian assistance personnel from civil society organizations (CSOs), non-government organizations (NGOs), and United Nations-Humanitarian Country Teams, as well as individuals performing relief operations to augment the government’s response against COVID-19 and other disasters or calamities that may occur. Provided that they are authorized by the appropriate government agency or LGU;
• Pastors, priests, rabbis, imams or such other religious ministers whose movement shall be related to the conduct of necrological or funeral rites. In this connection, immediate family members of the deceased who died from causes other than COVID-19 shall be allowed to move from their residences to attend the wake or interment of the deceased upon satisfactory proof of their relationship with the latter and social distancing measures;
• Security personnel;
• Printing presses
B. Sec. 3 (4)
• Business Process Outsourcing (BPO) establishments and Export-oriented companies without need to set-up onsite or near-site accommodation arrangements
• Electronic Commerce Companies
• Postal, courier and delivery services of all products
• Rental and leasing, other than real estate (e.g., leasing of motor vehicles, machinery, and equipment for permitted sectors except for entertainment and mass gathering purposes)
• Employment Activities (such as recruitment and placement, for essential activities, recruitment and placement agencies for overseas employment)
• Housing service activities such as but not limited to plumbing, roofing, and electrical works
C. Sec 4 (6) (a)
• Agriculture, Forestry, and Fisheries and their workers, including farmers, Agrarian reform Beneficiaries (ARBs) fisherfolk, and agri-fishery stores, and such other components of the food value chain
• Manufacturing and Processing Plants and the entire value chain (raw materials, inputs, including packaging) of Basic Food Products, Essential Products, Medicine and Medical Supplies:
o All Food and beverages (only non-alcoholic drinks)
• Essential and Hygiene Products (e.g., soap, detergents, shampoo, conditioners, diapers, feminine hygiene products, toilet papers, wet wipes, disinfectant)
o Medicines and vitamins
o Medical supplies, devices, and equipment, medical products (e.g., PPEs, masks, Gloves) including suppliers of input, packaging and distribution;
o Pet food, feeds, and fertilizers
• Public and Private Hospitals, Medical Clinics, and Health Clinics such as dermatological and other clinics for non-aesthetic such as, dental, optometric, and eye, ear, nose, throat), rehabilitation
o Health, Emergency and frontline services, including dialysis centers, chemotherapy centers and the like
o Health-related establishments
• Retail establishments (Groceries, Supermarkets, Hypermarkets, Convenience Stores, Public Markets, Pharmacies, and Drug Stores)
• Laundry shops (incl. self-service)
• Restaurants and all other food establishments (for take-out and delivery services only)
• Water-refilling Stations
• Logistics service providers (cargo handling, warehousing, trucking, freight forwarding, shipping line)
• Delivery services (whether in house or outsourced), transporting food, medicine, or other essential goods such as hygiene products and medical supplies, clothing, accessories, hardware, housewares (such as appliances), school and office supplies, including computer accessories, ink, IT, communications, and electronic equipment, pet food and other veterinary products.
• Power, energy, water, information technology and telecommunications supplies and facilities, including waste disposal services, as well as property management and building utility services
• Electricity, Gas, Steam, and Air Conditioning Supply Services
• Water Collection, Treatment and Supply
• Waste Collection, Treatment and Disposal Activities, and Materials Recovery
• Sewerage (except emptying of septic tanks) but including pest control, garbage collection and disposal, sewer maintenance and treatment)
• Repair, installation and maintenance of machinery and equipment
• Real Estate activities (includes leasing buying, selling, subdividing, appraising, and development of cemetery and columbarium)
• Telecommunications companies, internet service providers, cable television providers, including those who perform indirect services such as the technical, sales, and other support personnel, as well as the employees of their third-party contractors doing sales, installation, maintenance and repair works.
• Energy and power Companies, their third-party contractors and service providers, including employees involve in electric transmission and distribution companies, electric power plant and line maintenance, electricity market and retail suppliers, as well as those involved in the exploration, operations, trading and delivery of coal, oil, crude or petroleum and by-products (gasoline, diesel, liquefied petroleum gas, jet oil, kerosene, lubricants), including refineries and depots or any kind of fuel used to produce electricity
• Gasoline stations
• Manufacturing companies and suppliers of equipment or products necessary to perform construction works
• Media establishments, without need of PCOO accreditation
D. Sec. 4 (8)
• All private and public construction projects (Sec. 4 [8]) with compliance to the Department of Health Circular No. 2020-0206 for the Return to Work Health Screening and the Construction Safety Guidelines issued by the Department of Public Works and Highways. RT-PCR or RDT testing is not mandatory per DOH Circular.
2. 50% OPERATIONAL CAPACITY TO FULL OPERATIONAL CAPACITY OR WORK-FROM-HOME OR OTHER ALTERNATIVE WORK ARRANGEMENTS

o Non-OFWS who may be required to undergo mandatory facility-based quarantine; and
o Health care workers and other employees from exempted establishments under the Omnibus Guidelines and applicable Memoranda from the Executive Secretary
3. 50% OPERATIONAL CAPACITY OR WORK-FROM-HOME OR OTHER ALTERNATIVE WORK ARRANGEMENTS

• Motion Picture, Video and Television Program Production, Sound Recording, Music Publishing Activities
• Other activities such as photography services: fashion, industrial, graphic, and interior design)
• Malls and commercial centers (including hardware stores, clothing and accessories, mall-based government frontline services, other Non-leisure stores and establishments), subject to DTI Guidelines
• Other non-leisure and wholesale and retail establishments and activities:
• Wholesale and Retail Trade of Motor Vehicles. Motorcycles, and Bicycles, including their parts and components
o Repair and maintenance of motor vehicles, motorcycles, and bicycles (including vulcanizing shops, battery repair shops, auto repair shops)

• Toy stores, Provided, that their playgrounds and amusement areas, if any, shall remain closed
• Firearms and ammunition trading establishments, subject to strict regulation of the PNP-Firearms and Explosive Office
• Pastors, priests, rabbi, imams, and other religious ministers insofar as providing home religious services to households. Provided that proper protocols shall be observed, such as social distancing, wearing of face marks and the like
4. NOT ALLOWED TO OPERATE
A. Section 4 (9)
● Gyms/fitness studios and sports facilities EXCEPT outdoor non-contact sports and other forms of exercise such as but not limited to walking, jogging, running, biking, golf, swimming, tennis, badminton, equestrian and skateboarding (Sec. 4 [13])
● Entertainment industries such as but not limited to cinemas, theaters, karaoke bars, comedy bars, pubs, bars, nightclubs, beerhouses, etc.
● Kid amusement industries such as but not limited to toy store playgrounds, playrooms and rides
● Libraries, archives, museums and other cultural centers art, galleries, botanical and zoological gardens
● Tourist destinations such as but not limited to water parks, beaches and resorts excepts those used as quarantine facility
● Travel agencies, tour operators, reservation service and related activities
● Gambling and betting such as but not limited to cockfighting, casinos, and the like
● Personal care services such as massage parlors, sauna bath establishments, facial care, foot spa, waxing salons
● Any other amusement, leisure, gaming and tourism establishments that promote mass gathering
5. RETURN TO WORK
A. Sec. 8 (4)
• The testing (RT-PCR or RDT test) of all returning employees of a private sector entity shall not be required as a condition precedent for their operation. In no case shall the testing of all returning workers be construed as a condition precedent for his/her return. The following guidelines shall be used for the return to work of employees: 1.
