  • WR Numero survey: 3 in 5 Filipinos want FPRRD to stand trial in ICC

THE LATEST WR Numero survey revealed that 3 in 5 Filipinos think that former president Rodrigo Duterte should face the crimes against humanity charge against him in the International Criminal Court (ICC).

The majority of the respondents also agreed that the former president should be held accountable for killings under his administration’s war on drugs.

The WR Numero April 2025 survey asked 1,894 registered voters residing in the country through face-to-face interviews conducted from March 31 to April 7, 2025.

The latest was the first national survey after the March 12 arrest of Duterte by Interpol and Philippine authorities, reportedly due to the warrant issued by the ICC.

On holding Duterte accountable, 62% of Filipinos believe it is important that he personally stand trial in The Hague for the charges pressed against him.

Meanwhile, 6 in 10 believe the ICC trial will disclose the truth behind the killings from the drug war, and 75% believe that no one, including former leaders, should be above the law.

Respondents also believe that fellow perpetrators of Duterte must also be held accountable, where a strong 61% agreed his co-perpetrators should be brought to trial at the ICC.

Only 21% believe their arrest is not significant to the case, while 18% remain undecided.

In addition, 66% or 2 in 3 Filipinos called on President Ferdinand Marcos Jr. to investigate and prosecute police officers who abused their power during the anti-drug campaign.

On the ICC investigation and trial, the Filipinos’ trust in the court is divided, with 53% believing the court will conduct a fair and impartial investigation and trial of Duterte, while the remaining 47% express distrust.

Meanwhile, two-thirds or 67% think that the country should allow the ICC to take control of the trial and ensure a smooth and fair investigation.  

The survey has a margin of error of ±2% at a 95% confidence level, with the margin of error for the National Capital Region at ±6%; ±5% for North and Central Luzon, ±5% for South Luzon, ±5% for the Visayas, and ±5% for Mindanao, all at the same 95% confidence level.
