THE ORDINANCE amending the rates and charges imposed in the Davao Food Terminal Complex in Barangay Daliao, Toril District here was passed in the 2nd reading on Tuesday.
The proposed rates stemmed from the request of Josephine Martin, DFTC manager from the City Agriculturist Office upon consultation with the stakeholders.
During the committee hearings conducted, it was found the present rates and charges provided by Ordinance No. 0706-10 series of 2019 or the Ordinance Prescribing the Rates and Charges to be Imposed at the Davao Food Terminal Complex were considerably higher than the rates imposed under the 2017 Revenue Code of Davao City.
Martin said lowering of the rates and charges imposed will encourage the farmers and investors in the city to avail of the services offered at the complex, and farmers will gain more income.
In the proposed ordinance, the rates for parking fees and commodities/ dropping fees are amended. It also included the rates for cold and dry storage.
For the motorcycle and tricycle parking fees which were formerly P10 and P15 for three hours and P10 per hour for succeeding hours, respectively, it was amended to P2 for three hours for both and P1 for the succeeding hours.
In the 2019 ordinance, the parking fees for 4-wheeler, 6-wheeler, 8-wheeler, 10-wheeler, and 16-wheeler vehicles cost P20, P25, P30, P35, and P40 respectively, for the first three hours.
Meanwhile, the new ordinance proposed that fees for buses and cargo trucks cost P10, mini-buses and jeepneys for P5, and cars for P5, while the fee for the succeeding hours is only P4, P2, and P1 respectively.
For commodities/ dropping fees of fruits, vegetables, and root crops, it only costs P4.60 per sack, P9.78/ keg, P239. 20/ jeepney load, and P478. 40 per truckload.
For the cold storage fees, the Food Terminal Incorporated (FTI) Donated Reefer Vans for freezing will cost P134,406.61/month or P4,480.22 daily, while for chilling fees it is P97,571.40 per month or P3,252.38 daily.
The Department of Agriculture Donated Chiller Storage fees cost P110,039.17 per month or P3,667.97 daily; while the storage donated by the Department of Science and Technology is P155,572. 75 monthly or P5,185.76 daily.
The electric consumption of the dry and cold storage was considered in coming up with the proposed rates.
For the dry storage fee, the space rental is P12/ square meter daily.
The ordinance stated that an automatic increase of fifteen percent (15%) for every four (4) years will be observed. This will be computed based on the existing rates of fees to the increasing cost of maintenance and operations.
