Davao City Justice Zone Rolls Out Trauma-Informed ‘Green Room’ Program Across Key Police Stations

by Rhoda Grace Saron

THE DAVAO City Justice Zone (DCJZ), led by Regional Trial Court (RTC) Executive Judge Rowena Apao-Adlawan, conducted a series of site visits on Oct. 16, 2026, to evaluate local police stations selected as recipient sites for the innovative “Green Room Program.”

Designed as a child-friendly, trauma-informed initiative to protect vulnerable victims—including women, children, senior citizens, and persons with disabilities (PWDs)—the Green Room Program is the brainchild of Executive Judge Adlawan.

The delegation inspected proposed setups at several Davao City Police Office (DCPO) facilities, including:

  • Police Station 1 (Sta. Ana)
  • Police Station 5 (Sand)
  • Police Station 6 (Bunawan)
  • Police Station 8 (Toril)
  • Police Station 12 (Marilog)
  • Police Station 16 (Ma-a)
  • Women and Children Protection Desk (WCPD Main Office)

The inspection team comprised representatives from RTC XI, the Regional and City Prosecution Offices, the Public Attorney’s Office (PAO), the Integrated Bar of the Philippines (IBP), DCPO, the City Social Welfare and Development Office (CSWDO), and the City Engineering Office.

Rooted in clinical and environmental psychology, the Green Room features calming green walls, comfortable seating, and non-intimidating decor.

This intentional setup is scientifically proven to reduce cortisol levels, ease anxiety, and cushion victims from the high-stress environment of standard police investigation rooms during initial intake and processing.

Operating under the core banner “One Story. Right Support. Less Trauma,” the program enforces a streamlined 5-step protocol:

  1. Welcoming Intake: Compassionate reception by trained personnel in a trauma-sensitive space.
  2. Structured Interview: A single, standardized interview process that prevents victims from having to repeatedly recount painful experiences.
  3. Case Coordination: Immediate real-time data sharing among law enforcement, social workers, and prosecutors.
  4. Holistic Support: Direct linkage to medical, legal, psychosocial, and social assistance.
  5. Continuity of Care: Seamless referral and record endorsement across agencies to eliminate re-traumatization and accelerate the delivery of justice.

The DCPO commended the DCJZ for designating local stations as recipient sites, expressing confidence that the initiative will set a best-practice benchmark in trauma-informed law enforcement nationwide.
