The Office of the City Building Official (OCBO) and City Engineer’s Office (CEO) will issue Notices of Violation to Lucio Go, Volga Oils, C-One Trading and Campbridge Subdivision over illegal construction of concrete structures such as culverts and buildings along the rivers which allegedly caused the December 2017 flooding in Brgy. Panacan.
The complaint was enacted by the Barangay Council of Panacan through a resolution.
The flooding which reached waist-level occurred in an area not within a flood hazard zone.
The Barangay Council of the said barangay reported the private entities and individuals who also failed to secure a building permit and drainage clearance.
In an investigation, the structures were built inside the “No Build Zones” of the waterways.
The OCBO and CEO also ordered to restore the original width of the affected waterways through removal of the illegally constructed structures.
In the resolution, the Brgy. Council represented by Brgy. Kagawad Ruben Aringo reported that the structures constricted the waterways which allegedly caused the flooding.
This was backed by a result of a study conducted by the City Disaster Risk Reduction and Management Office (CDRRMO) which also reported that the structures hampered the waterways.
The CDRMO also emphasized that there should be a three-meter distance of the urban area from the river banks for protection and preservation.
In the ocular inspection of the CDRRMO, the river was originally around 15 to 20 meters wide. The constructions of the structures affected more than half of the size of the river.
Meanwhile, the Office of the City Legal Office is also encouraged to file appropriate legal action against individuals or entities who will fail to comply the order of demolition and/or stoppage of the constructions.
