In accordance with the recently approved Republic Act No. 11032 or the Ease of Doing Business Act, the city government is now paperless in some transactions.
“We have already started this in some particular offices,” Erwin Alparaque, city HRMO chief, said in an interview.
Among the paperless transactions they are currently implementing are those that are inter-office.
“The documents needed by one office as requested from another office, we already implemented this,” he said.
Some of the documents that will soon go paperless,
Alparaque said, include memoranda, letters of response, and other inter-office documents. Signatures will also be electronic in this type of transactions.
He said business permits, clearances, other similar documents that involve the public are not included in the paperless transactions.
Alparaque said the paperless transactions do not require them to add human resources as they just utilize their existing IT personnel, programmers, and other technical personnel.
The paperless transactions will also cover the Enhanced Payroll System (EPays), which is set to address the delay of salaries of the employees in the city government.
Alparaque said Mayor Sara Duterte supported the move as she even explained that there should be no instance of delayed salaries for employees.
The EPays will cover the registration of attendance of employees that will be recorded at the City Human Resource Management Office and connected to the offices of the City Accountant and City Budget.
“In the process of the payrolls, time will come that there will be no need to attach the Daily Time Record, and official leave,” Alparaque added.
The EPays is expected to be launched later this year.
