City institutionalizes Incident Command System, management team for disaster response

THE CITY government institutionalized an Incident Command System (ICS) and Incident Management Team (IMT) for disaster response. 

Mayor Sebastian Duterte signed the Executive Order 22 Series of 2024 on June 13.

“The Incident Command System will govern responses and appropriate actions to safeguard, preserve, and protect lives, well-being, and health of the inhabitants of the city, as well as their properties,” the EO reads. 

The ICS structure will minimize the adverse impact of hazards and related disasters. 

The order recognizes the city as prone to natural hazards such as but not limited to typhoons, floods, landslides, earthquakes; and human-induced fires, crimes, and terrorism that present danger to the well-being of people. 

IMT as per Section 1 is named Davao City All Hazard Incident Management Team (DCAHIMT), composed of various city offices together with the Davao City Hall Disaster Action Team, Task Force Davao, Coast Guard Station Davao, Davao City Police Office, Bureau of Fire Protection- City Fire Office, and all barangay chairmans. 

The team will be under the leadership of an incident commander who will oversee the overall management of the incident, and receive authority from the responsible official, who is the city mayor or duly authorized representative. 

The Emergency Operations Center (EOC) is responsible for the repository of information and the main hub for coordination between IMT and the Response Cluster. 

The response clusters include the Education Cluster led by the DepEd City Schools Division; Health Cluster (City Health Office); International Humanitarian Assistance Cluster (Mayor’s Office/Budget Office); and the Management of the Dead and Missing Cluster (City DILG).

Meanwhile, the Protection Cluster; Early Recovery Cluster; Food and Non-Food Items Cluster; Search, Camp Coordination, and Camp Management Cluster will be under the City Social Welfare and Development Office. 

The City Disaster Risk Reduction and Management Office (CDRRMO) will head the Logistics Cluster, Emergency and Telecommunication Cluster; while CDRRMO 911 Division will lead Search, Rescue and Retrieval. 

The City Housing Division will be responsible for the Shelter Cluster.
