The BALAI Calinan Housing Project aims to provide around 630 socialized housing units, the City Government of Davao announced Tuesday.
The Davao City Housing Office officially broke ground for the BALAI Calinan Housing Project on Tuesday, Aug, 11, 2026, in Barangay Talomo River, Calinan District, Davao City.
“The BALAI Calinan Housing Project is a key initiative of the City Government that aims to provide decent, affordable, and sustainable housing for qualified Dabawenyos,” the city government said.
BRIA Homes Inc. donated approximately 121,378 square meters of land, which the project will cover, as part of its socialized housing compliance.
The project is a partnership among the city government, the Department of Human Settlements and Urban Development (DHSUD), BRIA Homes Inc., and Vistaland Lifescapes Inc, pursuant to Ordinance No. 0367-20, Series of 2020.
The 630 socialized housing units available will be implemented under the City Government’s Public Rental Transitory Housing Scheme for underprivileged and homeless Dabawenyos.
Following the groundbreaking ceremony on Tuesday, the land development has commenced.
Councilor Atty. Diosdado Angelo Junior R. Mahipus, chair of the committee on housing and subdivision development, welcomed the start of the project and acknowledged the support of Mayor Sebastian Z. Duterte and the private-sector partners.
Mahipus said BALAI Calinan is another major component of the city’s continuing effort to expand housing opportunities for underprivileged and homeless residents.
The value of the project, he said, lies in the stability and opportunity that decent shelter can provide to families.
In an earlier interview, the City Planning and Development Office (CPDO) reported around 40 percent of households in Davao City, or approximately 195,000 families, currently do not own both their home and lot.
CPDO technical assistant Charles Tumalip pointed to a growing demand for socialized housing.
Based on the 2024–2025 Community-Based Monitoring System (CBMS) census, Davao City currently has about 485,000 total households.
While 60% (around 290,000 households) enjoy secured tenure owning both their house and lot, the remaining 40 percent either rent, own only the structure, or reside in informal arrangements without property titles.
