THE DEPARTMENT of Human Settlements and Urban Development (DHSUD) XI is starting its construction of low-cost units in Calinan, Toril, Matanao, and Braulio Dujali, through its Pambansang Pabahay para sa Pilipino Program (4PH).
During the Kapihan sa Bagong Pilipinas forum on Sept. 24, Atty. Roberto Mauro Miguel Palma Gil, DHSUD XI regional director, said the 4PH program is open to all Filipinos, with a special focus on supporting vulnerable groups, including the urban poor, informal settler families, and workers from informal sectors.
“Those eligible include ambulant vendors, street hawkers, small transport operators like tricycle and pedicab drivers, temporary construction workers, small-scale miners, quarry workers, and home-based workers. In addition, minimum wage earners, government employees, and Overseas Filipino Workers can also avail of the program. The goal is to provide these individuals and families with the assistance they need to improve their living conditions and achieve more stability in their lives,” Palma Gil said.
One of its housing projects is located in Calinan (People Ville), Davao City, which would cover 72 buildings with a total of 7,200 units. The first 400 units are expected to be turned over in September 2024, with more scheduled for completion by 2026.
The Verdant Ville in Braulio Dujali, Davao del Norte, spans 47,599 square meters with 2,644 housing units across 11-floor buildings.
“The groundbreaking is set for October 2024, and the development will include a multipurpose center, parks and playgrounds, and a tricycle terminal,” he shared.
The 4PH project will also be established in Barangay Mulig, Toril District, and will feature 10 buildings with 1,100 units, and is scheduled for groundbreaking in October 2024.
The Sinaragan project in Matanao will also cover 30 buildings with 2,720 units across four levels.
“The local government unit (in Matanao) and DHSUD have signed a memorandum of understanding, and site development is ongoing,” he said.
Palma Gil added that several LGUs in the Davao region, including Nabunturan, Mati, Digos, and Asuncion have signed MOUs and are working with developers to implement future 4PH projects.
“As a government, we need to maximize the potential of a property. Again, kung sa horizontal project at 70-30 ang distribution, hindi 60-40 and one hectare, we could only generate 70 housing units. So as you can see we need to go towards that progress, because in developed countries and urban centers, ganoon talaga ang ginagawa, to allow the beneficiaries to be closer in their workplaces,” he added.
The Pambansang Pabahay Para sa Pilipino (4PH) Program is the flagship housing initiative under the Marcos administration. It aims to provide decent and affordable housing to Filipino families, supported by DHSUD through Circular No. 2022-004.
4PH emphasizes in-city resettlement and vertical development using government and private lands, offering “interest subsidies to reduce monthly amortizations for beneficiaries and involves collaboration with developers, government banks, and financial institutions.”
To avail, one must be eligible for the following requirements: an Active Member of HDMF or Pag-IBIG Fund with 24-Monthly Savings; not more than 65 years old at the time of application and insurable, not more than 70 at loan maturity; has capacity to acquire and encumber real property; passed satisfactory CIBI; no outstanding STL in arrears; and no Pag-IBIG account that was foreclosed, canceled, bought back due to default, or subjected to dacion en pago (payment in lieu).
