EastMinCom enhances disaster response capability

THE EASTERN Mindanao Command (EastMinCom) has bolstered its readiness for Humanitarian Assistance and Disaster Response (HADR) operations through a recently concluded 3-day Basic Incident Command System (BICS) Level 1 training.

The program, conducted from May 6-8 at the NIF-EM Consolidated Mess Hall, Naval Station Felix Apolinario, Panacan, was spearheaded by the Office of the Assistant Chief of Unified Command Staff (ACUCS) for Joint Training, U8, of EastMinCom.

The training was a collaborative effort with the Naval Forces Eastern Mindanao (NFEM) and the Office of the Civil Defense XI (OCD XI), highlighting the unified approach to disaster preparedness in the region.

The objective was to deepen the understanding of the Incident Command System (ICS) framework among EastMinCom personnel.

Key concepts covered included disaster preparedness strategies, strategic planning methodologies, and the crucial aspect of effective response coordination during various emergency and crisis scenarios.

A diverse group of participants, totaling 39 individuals, took part in the intensive training. 

This included a civilian representative from the Department of Education (DepEd), four Civilian Human Resources from EastMinCom, eight Officers, and twenty-six Enlisted Personnel from both EastMinCom and NFEM, underscoring the commitment across different sectors to enhance emergency response capabilities.

The BICS Level 1 Training is expected to significantly enhance EastMinCom’s ability to conduct HADR operations effectively. 

EastMinCom chief Lt Gen Rex Luis Bergante said, “By equipping participants with essential decision-making skills and a thorough understanding of the Incident Command System (ICS) framework, the Command aims to improve its leadership capabilities during response efforts across a wide spectrum of situations.”

“These range from natural disasters to more complex emergency scenarios, ultimately ensuring a more coordinated and efficient response to crises in Eastern Mindanao,” the EastMinCom chief added.
