Mayor Duterte reconstitutes MSMED Council with EO 14

MAYOR Sebastian Duterte issued Executive Order 14, which effectively reconstituted the Davao City Micro, Small, and Medium Enterprise Development (MSMED) Council to enhance the local economy and support small businesses.

The executive order, issued on June 8, 2023, aims to strengthen the promotion, growth, and development of programs and services for the city’s micro, small, and medium enterprises (MSMEs).

Recognizing the crucial role of MSMEs in driving economic growth and achieving countryside industrialization, the State has declared its commitment to supporting and encouraging the development of these enterprises across all productive sectors. 

The reconstitution of the Davao City MSMED Council is a significant step towards fulfilling this commitment.

Under the new executive order, the council will be chaired by the city mayor or a duly authorized representative, with the Davao City Chamber of Commerce and Industry, Inc. (DCCCII) president serving as the vice-chairperson. 

The council’s members include representatives from various local and national government agencies, business organizations, and associations in the city.

The City MSMED Council’s essential functions include:

  • Creating an enabling environment for business growth.
  • Formulating a Local Entrepreneurship Development Plan (LEDP) integrated into the Local Development Plan.
  • Coordinating government and private sector activities related to enterprise development.
  • Developing policies and guidelines for local enterprises.
  • Providing beneficial services to entrepreneurs and local enterprises.

The City MSMED Council will hold quarterly meetings to discuss strategies, review progress, and address emerging challenges. 

Serving as the permanent secretariat, the Department of Trade and Industry (DTI) Davao City Field Office coordinates meetings and ensures the effective delivery of council activities and programs.

Funding for the council’s operational expenses will be sourced from the Office of the City Mayor’s available funds and the council’s resources generated through trade fairs and other activities. 

The executive order also allows the council to accept donations from organizations, provided the funds are used to implement MSME promotion and development programs and projects.

By reconstituting the MSMED Council and reinforcing its mandate, the mayor aims to empower MSMEs, drive economic growth, and create more opportunities for the city’s residents.
