Karla Quintela

THE CITY Social Welfare and Development Office (CWSDO) will target 4,031 qualified solo parents for payouts in the first quarter of 2025.

Karla Quintela, Solo Parent Welfare Operation Division focal person, said around 2,570 registered solo parents have already availed of the payouts, while the remaining beneficiaries may receive the benefits after the mid-term elections.

Last year, 3,076 registered solo parents were given subsidies, but 2,870 solo parents have been registered as of May 8, 2025.

Quintela shared that there are a total of 6,806 active solo parents in Davao City in 2025.

Solo parents with low income are eligible for subsidies according to Republic Act No. 8972 or the Solo Parents’ Welfare Act.

Requirements for registrations are divided into 12 different categories that will require birth certificates of dependent children, marriage certificate, Cenomar (Certificate of No Marriage Record), sworn affidavit of cohabitation, and others.

Unmarried solo parents who were victims of rape and pregnant women with no living partner can also apply for registrations.

Presently, Davao City has 15 sub-district offices where solo parents can avail schedules for orientations.

The IRR of City Ordinance No. 0393-24 Series of 2024 (Solo Parents’ Ordinance of Davao City) was issued on Oct. 17, 2024. The ordinance provides benefits of social welfare services, privileges, and livelihood assistance to solo parents who are residing in the city with their children.
