THE HEIRS of Don Cesario Villa Abrille (VA) awarded land titles through the Community Mortgage Program (CMP), to 26 members of the Maralitang Naninirahan at Nagkakaisa sa Manggahan Homeowners Association Inc. (Mana-Nama HOA) residing in Phase 2 of Purok 20 Calachuchi, Don Cesareo Villa-Abrille Village, Barangay 76-A, Bucana, Davao City.
The turnover ceremony was led by Carmelita VA-Corpus, one of the heirs and the president of Cesareo Villa Abrille Development Corp., held on July 18 at the Regency Inn. This was also witnessed by the Social Housing Finance Corporation (SHFC).
During the event, Romana Bajelot, Mana-Nama HOA president, said out of the 52 members of the association, only 26 members have partially received their fully paid land titles.
“We are actually paying individually in SHFC. Ang among palit ana sauna, 1998, is only P300 per square meter, and it’s a cheaper price if your location is situated along the city,” Bajelot said.
Bajelot said the lots’ sizes differ, depending on the already occupied houses in the area.
She said the association was then surrounded by petitioners who claim the area to be a public land.
“Niagi pami og daghang labad sa ulo just to fight and prove that these land titles were legitimately owned by the Villa-Abrilles,” she added.
The property, under the Mana-Nama Inc. Phase 2, owned by the Heirs of Don Cesareo Villa-Abrille was taken out on January 5, 2007 SHFC. The Heirs of Don Cesareo Villa-Abrille received 50% as the initial payment on May 9, 2008.
Full payment was awarded to the Heirs of Don Cesareo Villa-Abrille on August 16, 2008, at LOHOA Covered Court, Bucana, Brgy. 76-A, Davao City by former vice president Noli De Castro.
Nancy Camporedondo, Bucana Estate manager, said a memorandum of agreement was made between those who are residing in the area and the Villa-Abrille heirs prior to the institutionalized CMP.
“Karon nga stage, pwede na mag-execute og deed of sale through the Mana-Nama homeowner’s president, this will undergo a process again. After it will pass into the Registry the Deeds, their names themselves will appear,” Camporedondo said.
Carmelita VA-Corpus, president of Cesareo Villa Abrille Development Corp., emphasized that they do not have plans to sell the lots to potential developers as the lands were precisely intended for the Bucana residents.
CMP aims to assist the urban poor or depressed areas to own the lots they occupy, or where they choose to relocate to, and eventually create sustainable and resilient communities in coordination with the local government units.
The program offers beneficiaries a 6% interest per annum and a maximum loanable term of 25 years to pay.
Out of the twenty 24 Homeowners Associations (HOAs) that applied and processed the documents for the program, only 14 HOAs had successfully transferred the titles from the Heirs of Don Cesareo Villa-Abrille to the HOAs’ name, which includes the Mana-NaMa HOA Ph 2.
Mana-Nama HOA, as part of the Federation of Bucana Homeowners’ Association, started in the late 80s and is under the registered properties of the heirs of Don Cesareo Villa-Abrille.
